What a restaurant fit-out costs in Nicosia
Budget guidance for restaurant fit out in Nicosia, Cyprus: the published cost level, what phasing does to it, and what a tender should cover.

Restaurant fit-out in Nicosia runs between roughly €700 and €2,100 per square metre, with the median quoted job around €1,150, and that rate already carries kitchen extraction and grease management inside it. A 150 m² unit therefore lands somewhere between about €105,000 and €315,000 — a spread of three to one on the same floor area, which is why a per-square-metre figure quoted without scope is close to useless for a business case.
The short answer
The number a landlord, a bank or a board wants is cost per square metre of trading area, and the range above is it. What decides where inside that range a specific unit falls is not the dining room. It is almost entirely the kitchen, the route the extract duct has to take to get out of the building, and whether the unit was in food use before.
For comparison, a general commercial interior in Cyprus — an office suite, a showroom, a clinic — is quoted at roughly €420 to €1,150 per square metre from shell to occupied. Restaurants sit above that on both ends of the range. The difference is the mechanical and drainage package: extraction, make-up air, grease interception, gas or heavy electrical supply, and floor build-ups that have to fall to gullies. None of that exists in an office.
An operator budgeting a first site should therefore treat the low end of the range as conditional rather than optional. It is available, but only on a unit that already has the services in place.
What drives the range
Whether the unit was previously a food premises. This is the single largest swing factor in Nicosia. Taking over a closed restaurant with a serviceable extract riser, an existing grease trap and a drainage layout that already falls correctly can put a project near the bottom of the range. Converting a retail unit or an old office to food use puts it near the top, because the extract route, the drainage and the electrical supply all have to be created rather than adapted.
The extract route. Nicosia's commercial ground floors are frequently the base of a 1970s to 1990s apartment block, where rewiring and replumbing already dominate the renovation work in that stock. A kitchen in that position needs its duct terminated at roof level, which means running it through or up the outside of a building the operator does not own. That is a consent conversation with the management committee before it is a construction cost, and it is the item most likely to delay a programme that otherwise looks straightforward.
Kitchen specification. A production kitchen with a six-burner range, a combi, fryers and a pass is a different mechanical problem from a kitchen assembling cold plates and running two induction hobs. Extraction volume, make-up air, gas provision and the electrical load all scale with the cooking line, and they scale together.
The electrical supply. Many Nicosia ground-floor units were sized for retail. A restaurant with electric cooking, walk-in refrigeration and full air conditioning frequently needs a three-phase upgrade, which is a utility process with its own lead time and its own cost, and which is almost never inside a contractor's price.
Cooling. Nicosia is inland, and it has the widest temperature range on the island. That drives both insulation and shading specification, and it lands hardest on restaurants with large glazed frontages and an open kitchen adding heat into the same room. Undersized air conditioning is a fit-out decision that becomes an operating cost and a customer complaint within one summer.
Finish level and joinery. Bar joinery, banquette seating and bespoke lighting move the rate, but less than operators expect. They are visible, so they attract attention in value engineering, while the mechanical package that actually sets the cost is invisible and gets left alone.
Cost by district
Nicosia is the working baseline for commercial fit-out in the Republic. The other districts sit around it in a fairly consistent pattern:
- Limassol runs roughly 12 per cent above Nicosia, at about €784 to €2,352 per square metre. Contractor demand from the high-rise and office pipeline is the reason, not materials.
- Paphos sits around 6 per cent above the Nicosia baseline, at roughly €742 to €2,226 per square metre.
- Larnaca sits around 4 per cent below, at roughly €672 to €2,016 per square metre.
- The Famagusta district — Paralimni, Ayia Napa, Protaras — sits around 8 per cent below, at roughly €644 to €1,932 per square metre, but with a scheduling constraint that outweighs the rate. That stock is seasonal, and refurbishment is compressed into November to March. A restaurant fit-out there is competing for the same contractors as every hotel on the coast, inside the same November-to-March window.
Nicosia's advantage is the opposite one: it trades year-round, so fit-out work is not compressed into a single window, and a January start is as available as a September one. The coverage pages on this site record that kind of district-level constraint alongside the rate.
What is usually excluded
A quoted per-square-metre rate for restaurant fit-out normally stops short of several things that still have to be paid for. Operators who miss them do not overspend on the build; they overspend on everything around it.
Planning permission and change of use
Converting a unit to food use, altering the frontage, or adding an external duct generally engages the planning process through the Department of Town Planning and Housing and the local authority. Fees are modest against the build; the programme time is not.
Licensing and health approval
The operating licence, food premises registration and the inspections that precede them sit with the operator, not the contractor, and they follow completion rather than running alongside it.
Professional fees
Architectural design, and mechanical and electrical design signed by an ETEK-registered professional, are separate appointments. On a restaurant the mechanical design is not a formality — it is where the extraction case is made.
Utility connections and upgrades
Three-phase electrical upgrades, water supply connection changes and any sewer connection work are utility-side costs with utility-side timescales.
Loose equipment, tills and small wares
Cooking equipment is sometimes in the contract and sometimes supplied by the operator. Crockery, tills and front-of-house technology almost never are.
Reinstatement at lease end
A lease that requires the unit returned to its original condition means the duct, the drainage alterations and the frontage all have to come out again. That liability is created on the day the fit-out is designed.
VAT and contingency sit outside most quoted rates as well. A commercial fit-out without a contingency line is not a cheaper project, it is a project where the contingency has been left with the client.
How to compare quotes
The problem with restaurant fit-out quotes is rarely that one is dishonest. It is that three contractors have priced three different jobs, and the cheapest one has usually priced the smallest one.
Fix the scope split before pricing. State explicitly which side of the extraction package the contractor carries: canopy only, canopy and ductwork, ductwork to roof termination, or the whole system including make-up air and commissioning. This single line accounts for more quote variance than any other.
Compare on the same area basis. Some quotes use trading area, some use gross internal area including back of house. The second is a larger number, so the same job produces a lower rate per square metre and looks better than it is.
Read the preliminaries. Site management, scaffolding, protection, waste and temporary services are real costs. A quote with no preliminaries line has either absorbed them into rates or has not thought about them.
Interrogate provisional sums. A provisional sum for drainage alterations on a unit nobody has surveyed below floor level is a placeholder, not a price. Ask what triggers it and what the ceiling is.
Ask for the programme in weeks, not months, with the extraction consent and the utility upgrade shown as separate items. Every week of programme is a week of rent without turnover, and on a marginal site that is the number that decides whether the deal works.
Check who is signing the mechanical design. Supervision by an ETEK-registered professional is the mechanism by which the extraction system is someone's documented responsibility rather than a shared assumption.
Tie payment to valued work, not to the calendar. Stage payments against measured progress are standard on commercial work in Cyprus and protect both sides if the programme slips for consent reasons.

How long does a restaurant fit-out take in Nicosia?
Construction on a straightforward conversion of a former food premises is typically a matter of weeks rather than months. What extends the total is the sequence in front of it and behind it: planning consent where the use or the frontage changes, management committee agreement for an external duct, utility upgrades, and licensing after practical completion. Operators should programme those explicitly rather than assuming they overlap with the build.
Does changing a unit to a restaurant need planning permission?
A change of use generally does, and so do frontage alterations and external ductwork. The Department of Town Planning and Housing sets out the process, and the local authority handles the licensing side separately. Both should be tested before the lease is signed, not after.
Is taking over a former restaurant cheaper?
Usually, and sometimes substantially — an existing extract riser, grease trap and drainage layout can move a project towards the lower end of the €700 to €2,100 per square metre range. The exception is a unit that closed because its services failed. Inherited extraction and drainage should be surveyed and tested before any value is credited to them.
What is the most common cost surprise?
The extract route, followed by the electrical supply. Both are invisible at viewing, both involve third parties — building owners, the utility — and both can change the cost and the programme after the lease is committed.
Can a fit-out be phased to keep the site trading?
On a refurbishment of an operating restaurant, partially. Front of house can be staged while the kitchen runs, and the kitchen can be worked on during closure days. On a new unit there is nothing to phase around, and continuous working is both faster and cheaper.
When should the contractor be appointed?
Early enough to price the extraction and drainage strategy before the lease is signed. A contractor brought in after heads of terms are agreed can only price the constraints someone else accepted.
