What the work actually is

A Cypriot facade renovation is usually four things in sequence: survey, concrete repair, protective and decorative coating, and whatever opportunistic work the access makes economic.

The building stock explains why. Most apartment blocks and commercial buildings on the island are reinforced concrete frames from the 1970s onwards, with exposed edges, balconies and soffits. Those elements sit in strong sun, and near the coast they sit in salt-laden air. Both attack the same thing: the alkaline environment that keeps the reinforcement from corroding.

When the steel corrodes it expands, and the expansion pushes the concrete cover away. The visible result is a crack, then a bulge, then a piece of concrete on the ground below with rusted bar showing where it came from. That progression is why a facade is a maintenance liability rather than a cosmetic one, and why the falling piece is a safety matter before it is an appearance matter.

Diagnosis before pricing

The extent of the repair is the largest variable in the cost, and it cannot be judged from a photograph or from the pavement.

Hammer survey. Tapping the surface identifies areas that have already delaminated but not yet fallen. These are frequently several times the area of the visible damage, and they are the reason a repair priced from visible spalling grows once access is up.

Cover measurement. How much concrete sits between the surface and the steel determines how long the element has before it deteriorates. Low cover areas will fail sooner regardless of whether they show anything today.

Carbonation and chloride testing. Carbonation depth shows how far the protective alkalinity has been lost. Chloride content shows whether salt has reached the steel, which is the more aggressive of the two mechanisms and the more likely near the sea.

A survey producing those three things allows a scope and a defensible quantity. Without it, tenders differ mainly in how optimistic each contractor was, and the lowest one is likely to be the one that assumed least — which means it is the one that will grow most once the true extent is exposed.

The repair, and why the order is not negotiable

Concrete repair follows a standard sequence, and each step exists for a reason a coating cannot substitute for.

Break out the affected concrete back to sound material, and far enough behind the steel to allow full treatment. Clean the reinforcement to remove corrosion products. Treat or replace bar where section loss is significant. Prime, then reinstate with a repair mortar compatible with the parent concrete. Cure it properly, which in a Cypriot summer means protecting it from drying before it has gained strength.

Two failures recur. The first is patching over corrosion rather than removing it, which leaves the mechanism running under the repair. The second is repairing an area and leaving the adjacent concrete untouched, which can accelerate corrosion at the boundary — the repaired section behaves differently from the material next to it, and the transition becomes the new weak point. A competent specification addresses that rather than ignoring it.

Only once repair is complete does the coating go on. An anti-carbonation coating slows the ingress that caused the problem, which makes it part of the remedy rather than decoration applied afterwards. Choosing a coating for colour alone, without reference to what it does about ingress and about allowing the substrate to dry outwards, is choosing paint for a building that needed protection.

Access is a large share of the cost

Access frequently costs more than the repair it enables, and that changes how the work should be planned.

Scaffold suits extensive work across a whole elevation, gives the best working conditions, and costs the most to erect and hire. On a long programme the hire period matters as much as the erection.

Suspended cradles suit tall buildings with repetitive work and lower the cost per square metre on high elevations, though they constrain what can be done at any one position.

Rope access suits inspection and localised repair, and it is usually the economical way to survey a tall facade properly rather than from a distance.

The consequence for planning is that work should be batched. Once access is in place, the marginal cost of doing additional work at the same time is far below the cost of returning for it. That is the argument for handling window seals, balcony waterproofing, drainage outlets, lighting and insulation in the same visit as the concrete repair, even where each on its own could wait.

Working on an occupied building

Most Cypriot facade projects happen on buildings that stay in use, and that constrains method more than technique does.

Noise and dust from breaking out are unavoidable and want scheduling against the building's own rhythm — a residential block and an office have different tolerable hours. Balcony access has to be negotiated with individual occupiers, and the programme depends on getting it: one flat that cannot be accessed can hold up an elevation.

Protection matters below as well as around. Falling debris is the hazard the whole industry is organised around, and the arrangements for it are a line in the price rather than an assumption.

For hotels and short-let buildings the calculation is different again. Work concentrates into the closure window, and the elevation facing the pool or the sea is the one that has to be finished first if the building reopens before the whole programme does.

Deciding it in a building with many owners

For an apartment block the facade is common property, which makes the decision collective and the funding collective with it.

This is regularly the longest item in the programme, and it is not a technical one. A survey has to be commissioned before anybody knows what is being decided. A scope and a cost have to be agreed. Funding has to be raised, whether from an existing maintenance fund or by contribution. Owners who disagree about urgency have to reach a position, and owners who are not resident may be difficult to reach at all.

Two things shorten it. Starting the governance process in parallel with the survey rather than after it, so that the decision meeting has figures rather than a proposal to obtain figures. And presenting the condition honestly — including what happens if the work is deferred — because deferral is frequently the outcome when the case is presented as an improvement rather than as arrested deterioration.

Insulation, while the access is up

External insulation applied to a facade changes the building's thermal behaviour, and in Cyprus the gain sits mainly in reduced cooling demand rather than in reduced heating.

Whether that pays depends on the building, its use and its current construction, and it is a calculation rather than an assumption. What is not in doubt is the timing: applying it during a facade renovation shares the access, the preparation and much of the finishing with work that is happening anyway. Doing it later as a standalone project pays for all of that a second time.

That makes it a decision to take deliberately at scoping stage, with a figure attached, rather than one to defer by default because the immediate problem was concrete.

Balconies, and why they fail first

Balconies concentrate every mechanism that damages a Cypriot facade, which is why they are usually where the work starts and frequently where most of it is.

The slab is thin relative to its exposure, so the cover over the reinforcement is limited to begin with. The edge is exposed on three sides. The soffit collects nothing and sheds nothing, so any water that gets in stays in. And the top surface is walked on, tiled, and drained by an outlet that somebody has to keep clear.

Four details account for most balcony failures. The drip detail under the front edge, which stops water tracking back along the soffit and is often absent or has been filled in by a previous coating. The falls on the top surface, which should move water to an outlet rather than to the door threshold. The waterproofing under the tiles, which on many buildings of this age is either absent or has failed at the upstand. And the junction with the wall, where movement between two elements meets a seal that has aged.

Repairing the concrete without addressing all four returns the building to the same condition on a slower timetable. Where balconies are being repaired, the tiles are usually coming up anyway, which makes it the moment to correct the falls and install waterproofing that was not there — again at a marginal cost, because the access and the strip-out have already been paid for.

Balustrades deserve a look at the same time. Metal fixings set into concrete are a corrosion path straight to the reinforcement, and a balustrade refixed into a repaired slab with the same detail will start the same process again.

Programme, weather and curing

Facade work in Cyprus is constrained at both ends of the year, in opposite ways.

Summer heat limits application. Repair mortars and coatings have temperature ranges, and a surface in direct sun can exceed them by a wide margin even when the air does not. Working the shaded elevations through the middle of the day, and the sunlit ones early, is a scheduling response rather than a product one — and it means the same building takes longer in July than the area alone suggests.

Winter brings the opposite constraint. Coatings need a period without rain to cure, and Cypriot winter rain arrives in short heavy events that can undo a day's work on an elevation that was not protected.

The consequence is that the useful working windows are spring and autumn, and they are also when everybody else wants the same contractors. A project programmed early enough to book those months is a project that goes faster than one squeezed into the season nobody wanted.

A survey report, with hammer survey extent, cover measurements and test results.

A quantified repair schedule, with a rate for work beyond the surveyed quantity rather than a lump sum that will be revisited.

Common questions

What causes the concrete on Cypriot balconies to break away?
Reinforcement corroding inside it. Steel expands as it rusts, and the pressure pushes the cover concrete off. Two mechanisms start it: carbonation, where the alkalinity that protects the steel is lost from the outside inwards, and chloride attack, where airborne salt reaches the steel. Balcony edges and soffits are the most exposed detail on the building, which is why they are usually the first to show it.
Can a facade be painted without repairing the concrete first?
It can be, and the result is a facade that looks repaired for a few seasons while the corrosion continues underneath. Coating traps the condition rather than arresting it, and the next intervention is larger than the one avoided. Repair first, coat second, in that order and with no exceptions worth making.
How is the extent of damage established before tendering?
By survey rather than by inspection from the ground. Hammer tapping identifies areas that have delaminated but not yet fallen, cover measurement shows how much protection the steel has, and testing establishes the depth of carbonation and the presence of chlorides. Without that, every tender is priced against a guess and the variations arrive once access is up.
Who decides on facade work in an apartment block?
The facade is common property, so the decision belongs to the owners collectively through whatever governance the building has, and the funding follows the same route. That process is frequently the longest item in the whole programme, and starting it in parallel with the survey rather than after it is the single most useful piece of sequencing available.
What are the access options?
Scaffold, suspended cradles, or rope access. Scaffold suits extensive work over a whole elevation and costs the most to erect. Cradles suit tall buildings with repetitive work. Rope access suits localised repair and inspection, and it is the cheapest way to survey a tall facade properly. Access is a large share of the cost, which is why doing all the elevation work in one visit is usually cheaper than staging it.
Does external insulation make sense in the Cypriot climate?
The gain here is mostly in reducing cooling load rather than heating, which is a different calculation from the one used in northern Europe. Where a facade is being repaired and coated anyway, the marginal cost of adding insulation to the same access is far lower than doing it as its own project later, which is the argument for deciding it now rather than deferring it.
