An office fit-out is bought against a lease, not against a budget. Rent usually starts before the desks arrive and the outgoing lease ends on a fixed date, so every week of overrun is paid for twice. Four things can be established before anything is signed: that the company exists as a legal entity, that its contractor registration covers works of this value, that its insurance satisfies the landlord, and that it has handed over comparable floors in the same district on the dates it promised.

What can actually be verified

All four are documents, and all four can be requested in a first meeting.

The company. The Registrar of Companies is a public register: legal name, registration number, incorporation date and standing. A trading name on a proposal and a mobile number are not a company. Committing a fit-out programme to a business incorporated three months ago is not necessarily a mistake, but the question deserves asking out loud rather than assuming away.

The registration class. Building and technical works contracting in Cyprus is a registered activity, granted by category and by class, and the class limits the value of works a contractor may lawfully undertake. A single floor of partitions and carpet sits well inside a modest class; a whole-building fit-out with mechanical and electrical services taken as one contract may not. Ask for both in writing, then ask whether this contract sits inside them.

Insurance in force. Public liability and employer's liability, current on the dates of the works. Commercial work adds a layer domestic work does not: the landlord usually has requirements of its own, often including cover noted in the landlord's interest and approval of the contractor by the building's management. Obtain those before contractors are invited to price, not after one is appointed.

Delivery against a date. The most useful reference is two occupied offices in the same district, with the date contracted and the date achieved. Contractors who work to lease events keep that information.

Registrations that matter

Most Category B fit-out inside an existing shell engages no permit. Demountable partitions, floor finishes, ceiling tiles, small power and data within existing containment, joinery and decoration proceed on the contract and the landlord's consent alone.

The line is crossed when the structure, the envelope or the permitted use changes. A mezzanine, a new opening in a structural wall, a stair between floors, condensers fixed to a facade or set on a roof, a change of use from retail or residential to offices — each needs drawings certified by an ETEK-registered engineer or architect, and each engages the permit chain: planning permission, building permit, then a certificate of final approval confirming that what was built matches what was permitted.

The application is made in the name of the party with the interest in the property, so a contractor offering to handle the permits is handling someone else's application while the exposure stays where it started. Reinstatement is the matching trap: most commercial leases require the tenant to put the space back at expiry, and a licence to alter recording exactly what may stay is worth more at the end of the term than anything else signed at the start of it.

Two approvals sit outside the planning chain and are missed more often. Comfort cooling, a server room and dense desk power can exceed what the existing supply will carry, and an increase in capacity or a move to three-phase is an application to the Electricity Authority of Cyprus with a lead time no contractor can compress. Fire safety is the other: escape routes, travel distances, detection and signage follow from the layout, so the strategy has to be settled while the plan is still being drawn.

VAT registration, employer registration for social insurance on the crew and a bank account in the company name complete the picture. None demonstrate competence; all demonstrate that there is something to hold responsible. VAT belongs on the quote as a separate line with the rate applied stated.

Questions to ask

  1. What is the completion date, and what is attached to it?

    A date with nothing attached is an intention. A date with liquidated damages, or a retention released on achieving it, is a commitment.

  2. What survey of the existing services has been done?

    Riser capacity, incoming supply, existing ductwork, floor-to-soffit height and the condition of whatever the landlord calls Category A. A price produced without opening a ceiling tile is an estimate wearing a quotation's clothes.

  3. What is on the long-lead list, and when must each item be ordered?

    Cooling plant, switchgear, glazed partitions, raised access flooring and imported seating decide the programme more often than the trades do. The list should arrive with the quote, with an order date against each line.

  4. Who is the mechanical and electrical subcontractor?

    Whether they are a regular partner or whoever was free that month, and who holds the relationship when a fan coil unit fails in August.

  5. How are variations priced, and who may instruct one?

    Rates agreed before they are needed, and a written instruction for anything outside scope. Verbal changes agreed with a foreman on site are the most common source of dispute on fit-out work.

Local conditions belong in the same conversation. Central Limassol office stock is increasingly high-rise, and rapid vertical development has made balcony waterproofing and facade maintenance a live issue there — for a tenant that means hoist time, restricted delivery windows and shared access with other trades. Nicosia has the widest temperature range on the island, which drives glazing, shading and cooling capacity. Across the older Nicosia suburbs, Strovolos among them, the stock is 1970s to 1990s and rewiring and replumbing dominate renovation work; an office there is a services project with partitions attached, not the reverse.

Those figures are taken from the price index at page load rather than typed into this article, so they do not go stale. The band runs from roughly €350 to €950 per square metre with a mid-point near €560 for a Category B fit-out including services, and the spread inside it is specification and services content rather than contractor margin. Commercial interior work taken from shell to occupied is recorded separately at €420 to €1,150 per square metre — a quotation starting from bare structure is a different job, not a dearer version of the same one.

The shape of the quote says more than the total. A comparable one contains:

  • Preliminaries, itemised. Site set-up, temporary power, waste removal, protection of common parts, out-of-hours working, supervision, insurance. Absent from the paperwork does not mean absent from the job.
  • Building work separated from FF&E, which has different lead times and a different lifespan.
  • Mechanical and electrical as its own section, with cooling capacity and the small-power and data provision stated rather than described.
  • Provisional sums flagged, with the specification each assumes. An allowance set low is the politest way to make a quote look competitive.
  • Exclusions written down, and the consent position stated, including who appoints the engineer or architect where certified drawings are needed.
  • VAT shown separately, with the applicable rate stated.
  • Payment tied to verifiable stages — strip-out, first fix, partitions complete, commissioning, handover — never to calendar dates.
  • Retention and a defects period, with commissioning records and manuals named as deliverables.

The same written scope should go to every contractor invited to price. Three quotes built on three different assumptions are three different jobs.

Warning signs

A large payment demanded before anything happens on site, with no invoice and no stage attached. This costs commercial tenants more than any other failure mode and is the easiest to avoid.

Refusal to commit to a completion date in writing, or a date qualified by how things go. Against a lease expiry, that is the whole risk handed back to the tenant.

A quote materially below the others. The gap is somewhere — usually preliminaries, out-of-hours working, commissioning, or a provisional sum set at a figure nobody could build to.

An assurance that the electrical supply will be fine without anyone having checked the capacity of the existing connection.

An offer to start structural alterations or facade-mounted plant before consents are through. Works that change the structure or envelope cannot precede a permit, and an unauthorised alteration surfaces at lease expiry or at sale.

A price that falls if the invoice is skipped — that discount is the tenant's VAT position, evidence and recourse, sold back at a discount. Alongside it: no written contract, and no interest in the landlord's fit-out guide before pricing.

Common questions

How far ahead should a fit-out be started?

Further ahead than the build programme suggests, because the build is rarely the critical path. Landlord consent, a licence to alter, certified drawings and any increase in electrical supply all run before a crew arrives. Work back from the lease expiry and settle consents while the space is still being negotiated.

Is design and build better than a separate designer and builder?

They fail differently. Design and build puts one party in front of both the drawing and the date, which suits a tenant wanting a single point of responsibility. Separating them gives an adviser with no interest in the construction cost, worth more where the specification is unusual or the building is difficult. What do Category A and Category B mean here?

Category A is the landlord's base condition — raised floor, suspended ceiling, basic lighting and primary services brought to the demise. Category B is everything that turns that shell into a working office, which is what the published ranges above cover.

Can a fit-out run while staff are in the building?

It can, in phases, and it carries a real premium for remobilisation, protection, restricted hours and separated material routes. It is justified where the alternative is renting a second space, and rarely otherwise. Noise restrictions in mixed-use buildings often push the loud trades into evenings — a cost line that should appear as one.

What should be handed over besides the keys?

Commissioning records for the mechanical and electrical installation, electrical test certificates, as-built drawings showing where the services actually run, operating manuals, and plant warranties registered in the tenant's name.
