Why office fit-out prices vary so much in Cyprus
Office fit-out in Cyprus is quoted between €350 and €950 per square metre. What moves a job across that spread, and how to read a quote against it.

Office fit-out in Cyprus is quoted between roughly €350 and €950 per square metre for a Category B job including services, with the median landing around €560. The top of that range is nearly three times the bottom, and the reason is almost never that one contractor is greedy and another is generous. It is that the three quotes on the table describe three different scopes, on three different buildings, delivered at three different times of year.

The size of the spread
A ratio of nearly three to one across a single vertical is wide, but it is not unusual for fit-out, because the phrase covers everything from repartitioning a floor a tenant already occupies to building out a shell with new services throughout.
The useful comparison is against general commercial interior work, which in Cyprus is quoted at roughly €420 to €1,150 per square metre from shell to occupied. Office fit-out starts lower because a Category B job frequently inherits a serviceable floor slab, ceiling grid and primary services from the developer. It finishes lower too, because offices do not carry the mechanical and drainage packages that push restaurant and clinic work upward.
What follows is the four things that decide where a specific floor sits inside that spread. Two of them are about the building, one is about the specification, and one is about the calendar — and the calendar one is the one that gets noticed last.
Access and travel time
Contractors price the difficulty of getting people and materials to the work face, and in Cyprus that varies more than the island's size suggests.
A city-centre office floor with a goods lift, a loading bay and a service corridor is the cheap case. Materials arrive on a pallet, go up in the lift, and two labourers move them. Take the same specification to a building without a goods lift and the same delivery becomes a stair carry, which is hours of labour per delivery rather than minutes, repeated across the whole programme.
Location adds a second layer. Hillside plots around Peyia have steep access roads that limit crane and delivery vehicle size, so materials arrive in smaller loads and more of them. Work around Polis Chrysochous carries travel time from the main contractor base in Paphos, and that time is inside most quoted day rates whether or not it appears as a line item. A contractor pricing the drive to site and back for every operative, every working day, is not inflating the quote; it is recovering a real cost that a quote from a firm based next door does not carry.
By district, the pattern is consistent. Limassol runs around 12 per cent above the national baseline, at roughly €392 to €1,064 per square metre, driven by contractor demand from the office and high-rise pipeline rather than by materials. Paphos sits around 6 per cent above, at roughly €371 to €1,007. Larnaca sits around 4 per cent below, at roughly €336 to €912. The Famagusta district — Paralimni, Ayia Napa, Protaras — sits around 8 per cent below, at roughly €322 to €874, though the scheduling constraint there frequently outweighs the saving.

Specification differences
Two quotes described as "office fit-out" can differ by a factor of two before anyone has argued about quality.
Partitioning. Stud and plasterboard partitions are the baseline. Full-height glazed partitions with framed doors are a different order of cost, and demountable systems different again. On a floor with a lot of cellular offices this single choice can move the whole rate.
Ceilings and lighting. A retained ceiling grid with relamped fittings is inexpensive. A new suspended ceiling with a fresh lighting layout, emergency lighting and re-tested circuits is not, and it drags the sprinkler and detection layouts with it if the building has them.
Air conditioning. This is where Cypriot offices diverge from European benchmarks. Inland locations have the widest temperature range on the island, which pushes both insulation and shading specification, and a floor with a large glazed elevation and a dense desk layout needs a cooling design that reflects that rather than a unit count copied from a smaller floor. Reusing the landlord's existing system is cheap and frequently adequate; discovering in July that it is not is expensive.
Power and data. Floor boxes, containment and a comms room fit-out are straightforward to price and easy to leave out. A quote that assumes the tenant's IT supplier handles cabling, against one that includes it, is not comparable.
Finishes and loose furniture. Flooring, joinery and decoration move the rate less than most clients expect. Furniture is usually outside the contract entirely.
Statutory and professional work. Where layout changes affect escape routes or mechanical design, the drawings need a professional who is registered with ETEK to sign and supervise them. That appointment is separate from the contractor's price.
Season and demand
Cypriot fit-out pricing has a seasonal shape, and it is driven by hospitality rather than by offices.
Seasonal accommodation stock — concentrated in Ayia Napa, Protaras and coastal Paphos — is refurbished between November and March, because the rooms are full the rest of the year. Every capable commercial contractor on the island knows this, and the good ones commit their winter capacity a year ahead. An office client tendering in September for a January start is competing with hotel programmes that were agreed the previous winter.
The consequence is counter-intuitive. The cheapest quarter to do office fit-out work is not the cheapest quarter to buy it. Spring and early summer, once the hospitality window has closed, is when commercial contractors have capacity and when rates soften. Committing early to a winter programme buys availability rather than a discount.
Two practical implications follow. First, a fit-out programme tied to a lease commencement date that falls in the hospitality window should be tendered unusually early. Second, a quote that is materially below the range for its district in December deserves a question about who is actually going to be on site, and when.
How to read a quote
Confirm the area basis
Net internal area and gross internal area produce different rates for the same job. The larger denominator flatters the contractor. Ask which was used.
Check the fit-out category
Category A and Category B are different scopes. A landlord's Category A works may already cover ceilings, lighting and primary air conditioning, in which case a tenant quote that repeats them is pricing work twice.
Read the preliminaries line
Site management, protection, waste removal, temporary power and out-of-hours working are real costs. A quote with no preliminaries has either buried them in rates or has not considered them.
Test the provisional sums
A provisional sum against services alterations in a building nobody has surveyed above the ceiling is a placeholder. Ask what triggers it and where it caps.
Ask about access explicitly
Goods lift availability, loading restrictions and permitted working hours should appear in the quote's assumptions. If they do not, they will appear later as a variation.
Get the programme in weeks
With long-lead items named. Glazed partition systems and bespoke joinery are the usual constraint, and they are ordered, not stocked.

Common questions
Why is the same specification cheaper in Larnaca than in Limassol?
Contractor demand, not materials or labour quality. Limassol's commercial pipeline keeps capable firms busy, and busy firms price accordingly. Larnaca and the Famagusta district sit below the national baseline for the same reason in reverse.
Is a quote at the bottom of the range a warning sign?
Not on its own. A repartitioning job on an occupied floor with retained ceilings and services genuinely belongs near €350 per square metre. It becomes a warning sign when the same figure is attached to a shell floor, which means something in the scope has been assumed away.
Should the landlord's existing air conditioning be reused?
Often, yes — it is the single largest available saving. The test is whether the system was sized for the density and layout now proposed. That question should be answered by a designer before the fit-out is priced, not by occupants in August.
When is the cheapest time to commission office fit-out?
Outside the November to March hospitality refurbishment window, when commercial contractors have capacity. Work that must run inside that window should be tendered early enough to secure a contractor rather than a rate.
What is normally excluded from a per-square-metre rate?
Loose furniture, IT hardware, tenant's specialist equipment, professional fees, VAT, and any reinstatement obligation at the end of the lease. The last one is created at design stage and paid for years later.
