How to choose an energy retrofit contractor in Cyprus
What can be verified about an energy retrofit contractor in Cyprus, what the grant sequence requires, and what a comparable quote itemises.

Marina covers hotel, office, retail and restaurant refurbishment, where the binding constraint is rarely build time. In Cyprus it is occupancy: rooms are full from April to October, so the programme decides the cost more than the rate does.

An energy retrofit in Cyprus is bought in a fixed order, and the order matters more than the contractor. The grant toward insulation, glazing and heating upgrades pays up to €12,000 and requires an energy performance assessment both before and after the works — so an owner who lets a contractor start first has already forfeited it, whatever the quality of the job. Everything else that can be checked in advance is a document: company registration, contractor registration class, insurance in force, and product data behind whatever thermal claim the quote makes. The recorded band for a package of insulation, glazing and HVAC runs €120–380 per m² with a mid-point near €210.
What can actually be verified
The company and the class. The Registrar of Companies gives legal name, registration number, incorporation date and standing. Contractor registration is separate, granted by category and by class, and the class limits the value of works that may lawfully be undertaken. A retrofit that stops at roof insulation sits well inside a modest class; the same house with all glazing replaced and a new HVAC system can pass a ceiling nobody checked.
Who signs the assessment. The energy performance assessment is not the contractor's paperwork. It is produced by a qualified professional registered with ETEK, appointed by the owner, and it is the document the grant is decided on. A contractor who offers to arrange the assessment is arranging someone else's appointment, and the owner still carries the consequence if the sequence is wrong.
Insurance in force. Public liability and employer's liability, current across the dates of the works. Retrofit work opens roofs and removes windows, so the exposure is weather as much as workmanship, and a house standing with its glazing out often sits outside the terms of the owner's own buildings policy until the insurer is told.
Product data, not adjectives. Every thermal claim in a retrofit quote traces back to a manufacturer's datasheet: the thickness and conductivity of the insulation board, the U-value and solar factor of the glazing unit, the rated efficiency of the air conditioning. Those are numbers a supplier publishes. A quote that describes glazing as high performance without naming the unit has not made a claim that can be checked, or held to.
Registrations that matter
Most retrofit work engages no permit. Insulating a roof from beneath, replacing glazing units in existing frames, adding shading to an existing structure, replacing air conditioning and upgrading a distribution board are maintenance and plant replacement.
The line is crossed when the envelope changes. External wall insulation moves the building line; a new roof build-up can alter height; enlarging an opening to take larger glazing is a structural alteration. Each of those requires drawings certified by an engineer or architect registered with ETEK, and a building permit from the district local authority under the Streets and Buildings Regulation Law, Cap. 96, which runs on the authority's own timetable. On a retrofit timed around a grant window, that is not a detail — it decides whether the works can be completed inside the scheme's validity at all.
Two documents sit alongside. An energy performance certificate is required when a property is sold or let, so on a rental or a property heading for sale the certificate is the point of the exercise rather than a by-product of it. And where the retrofit touches the electrical installation — a new distribution board, new circuits for heat pumps or air conditioning — the work belongs to a certified electrician and produces its own certificate, which the Electricity Authority of Cyprus supply arrangements assume exists.
VAT registration and employer registration for social insurance on the crew complete the picture. Neither demonstrates competence; both demonstrate that there is something to hold responsible. VAT belongs on the quote as a separate line with the rate stated, because the rate applying to renovation work depends on the property, its use and its history.
Questions to ask
What is the assessment sequence, and who is appointed to do it?
The assessment before the works is what the grant is measured against, and it has to exist before anything is stripped. The name of the assessor, the date of the first assessment and the date the works are due to start belong in the programme, in that order.
What areas are being measured?
Square metres of roof, of external wall, of glazing, and the number and rating of HVAC units. A retrofit quoted as a lump sum for the house cannot be compared against another one, because the two are almost never covering the same surfaces.
Is the roof waterproofing being disturbed, and who warrants it after?
Most Cypriot houses have a flat concrete roof with a membrane on top. Insulating above it means the membrane is either lifted and relaid or built over, and the question of who stands behind it afterwards should be answered before the first board is ordered rather than at the first heavy rain.
What is the cooling case, not the heating case?
Cyprus spends far more of the year cooling than heating, so shading, roof insulation and the solar factor of the glazing usually move a bill further than frame U-value alone. A quote built from a northern European specification will be expensive in the wrong places.
Local conditions change the answer. Inland Nicosia has the widest temperature range on the island, which pushes both insulation and shading specifications harder than a coastal property needs. Across Strovolos the stock is largely 1970s to 1990s apartment blocks, where a retrofit frequently collides with rewiring and replumbing that were already overdue, and doing them separately means opening the same walls twice. At Kato Paphos, salt-laden air makes galvanised and marine-grade fixings standard for external frames and brackets. Around Oroklini, humidity from the salt lake raises the risk that insulation added without attention to damp-proofing simply moves a condensation problem somewhere less visible.
What a good quote looks like
Those figures are pulled from the price index at page load rather than typed into this article, so they do not go stale. The package rate of €120–380 per m² is only useful as a sanity check; comparison happens at component level. Roof insulation with thermal board is published at €15–40 per m². A standard aluminium double glazed unit runs €180–420 per m², while replacing the frame with an aluminium thermal break version runs €190–450 per m² supplied and fitted — which is why "new windows" is never one price. A split air conditioning unit up to 12,000 BTU is €550–1,200 installed.
A comparable quote contains:
- Measured areas against each element, with the product named: board type and thickness, glazing unit specification, unit model and rating.
- The assessment sequence written into the programme, with the pre-works assessment dated ahead of the start on site.
- The roof build-up described, including what happens to the existing membrane and who warrants it afterwards.
- Electrical work identified separately, with the certificate it produces named.
- Exclusions written as a list — making good, redecoration, scaffolding, asbestos found in an older roof, and anything behind the render.
- VAT shown separately with the applicable rate, and payment tied to verifiable stages rather than calendar dates.
- The grant treated as a claim, not a discount. A contractor may not net an expected grant off the quoted price.
The same written scope should go to every contractor invited to price.
Warning signs
A grant amount presented as certain, or deducted from the quoted total before it has been awarded. The scheme has conditions, a validity window and a cap, and none of those are the contractor's to guarantee.
An offer to start before the pre-works assessment exists. This is the single most expensive mistake available on a Cypriot retrofit, because the money cannot be recovered afterwards by any amount of documentation.
Thermal claims with no product named. If the datasheet cannot be produced, the performance was never specified and cannot be enforced.
A lump sum with no measured areas behind it, which cannot be compared or checked as work proceeds. Also: a price that falls if the invoice is skipped, no written contract, and no employer's liability cover while employing a crew.
Common questions
Does the grant really have to be applied for before work starts?
The scheme is built on an energy performance assessment before and after the works, so the pre-works assessment has to exist first. Retrospective assessment of a house that has already been insulated is not the same document and does not do the same job. Sequence first, contractor second.
Is insulation or glazing the better first move?
For most Cypriot houses, roof insulation. It is the cheapest element by area at €15–40 per m², it addresses the surface taking the heaviest solar load, and it does not depend on frame condition. Glazing at €180–450 per m² spends considerably more per square metre and matters most where the existing frames are already failing.
Does an energy retrofit need a building permit?
Not where the work sits inside the existing envelope. External wall insulation, a new roof build-up that changes height, or enlarged openings do engage the permit chain, which adds the building permit's own determination time.
Can the work be done while the house is occupied?
Roof and glazing work usually can, in phases, with rooms released one at a time. External wall insulation and a full HVAC replacement are more disruptive and are often better run against a vacancy. Either way, restricted hours, protection and phased access are lines in a quote, not goodwill.
