Fabric first, plant sized to the improved fabric, generation last. Buildings that run that sequence backwards buy heating and cooling capacity better insulation would have made unnecessary, then pay again to run it.

Short answers

What does it cover? Anything that reduces the energy a building consumes for the same comfort: roof and wall insulation, glazing and frames, external shading, air tightness, heating and cooling plant, hot water, lighting, controls and on-site generation. It is a category, not a job, which is why two quotes headed "energy retrofit" can describe entirely different work.

What does it cost? €120 to €380 per square metre for insulation, glazing and HVAC as a package, median €210. Where the envelope is opened up externally, facade work is quantified separately at €55 to €175 per square metre for render repair, coating and balcony edge detail — often the line that decides whether a scheme is affordable.

Which measure gives most back? No answer holds for every building; the ranking depends on which surfaces are losing energy, which is what an assessment establishes. Reliably near the top in Cypriot conditions: a top-floor unit under an uninsulated concrete roof, and west or south glazing without external shading.

Do the grants make it worth it? Frequently, and they change the ranking rather than only the total, because support is weighted towards envelope and system measures rather than cosmetic ones. Comparing options on gross cost can produce the wrong decision.

Does it need a permit? Replacing plant, glazing units within existing frames, lighting and controls generally does not. Altering the structure, the envelope or the layout does — external wall insulation and full frame replacement usually fall on that side — and means drawings certified by an ETEK-registered engineer or architect, on an application in the owner's name.

Who signs off the assessment? A qualified professional, and the same applies to the documentation a grant scheme asks for before and after the works. A contractor's walk-round is a sales visit.

What changes in an apartment block? Almost everything procedural. Roof and external walls are typically common property, so the decision belongs to the management committee. Common areas and envelope work apportioned per apartment is published at €3,200 to €11,000 per unit, median €5,800, and the approval routinely takes longer than the construction.

When should the work happen? Internal measures at any time. External insulation and render systems are applied wet and need a curing window, which rules out winter rain and makes high summer awkward, leaving spring and autumn — the seasons everybody else also wants.

How long does it take? The construction is rarely the long part. Assessment, certified design, grant documentation and — in a block — the committee decision routinely run longer than the works.

How is a contractor checked? On documents: registration category and class against the contract value, insurance in force across the programme dates, named professionals for the certified design and the grant paperwork, and completed projects of the same type with a handover date.

Where the answer depends

The band from €120 to €380 per square metre is wide because it spans two different kinds of project, and four variables decide which one a building is.

Whether the envelope is opened. Internal measures — plant, glazing units, lighting, controls, hot water — are priced per item and fitted without access equipment. Envelope measures bring scaffolding, weather dependency, reinstatement of everything the works disturb, and in a block a consent process. That single distinction accounts for most of the spread.

Where the building is. Inland Nicosia has the widest temperature range on the island, so specification is driven by summer solar gain as much as by winter loss, and external shading earns its place more than extra wall thickness does. On the seafront at Kato Paphos, salt-laden air makes galvanised and marine-grade fixings standard rather than an upgrade, and render systems, plant enclosures and window ironmongery are priced for that exposure. The same measure is not the same product in both places.

What the building is for. A commercial interior is published separately at €420 to €1,150 per square metre shell to occupied. Where a retrofit is bundled into a wider refurbishment, the energy element should still be priced as its own package — otherwise the grant claim and the business case are both built on a number nobody can separate afterwards.

What the retrofit triggers. This is where budgets fail. Adding modern plant to a building whose board and wiring date from an earlier decade means electrical work that is renovation cost rather than energy cost, even though the retrofit caused it. Insulating a flat roof without addressing the waterproofing under it appears as a leak within a few winters. Both belong in the scope from the start.

Seasonal property adds a fifth variable. Holiday stock in the Famagusta resort areas concentrates refurbishment into November to March, the same window in which envelope work is weather-constrained. Those programmes are committed a season ahead.

What nobody asks but should

  1. Are the claimed savings modelled or asserted?

    A modelled figure states its assumptions — occupancy, set temperatures, the tariff used. An asserted percentage states nothing. Check the tariff against the rates the Electricity Authority currently publishes.

  2. Does the quote name products, thicknesses and conductivity?

    Insulation type and thickness, the render as a tested system rather than a list of components, glazing specification including the frame, plant make and model. "Supply and fit insulation" cannot be compared with anything.

  3. Who is carrying the grant documentation?

    Schemes require documentation before work starts and again on completion. If neither the contractor nor a named consultant carries it, the owner does, and assembling it retrospectively is where claims fail.

  4. Is scaffolding, protection and reinstatement inside the price?

    Access equipment, protection of occupied areas, and making good balcony finishes, railings, downpipes and air conditioning brackets. Routinely excluded and routinely significant on a facade job.

  5. Has thermal bridging been considered, or only wall area?

    Balcony and floor slabs in Cypriot concrete-frame construction conduct heat straight through an insulated wall. External insulation addresses them; internal boarding does not.

  6. What else will the building need in the next five years?

    Rewiring, replumbing and window replacement disturb the same surfaces a retrofit disturbs. Sequencing them together is the difference between paying for reinstatement once and twice.

Is there a single figure for what a retrofit costs?

No. Budget from the median of €210 per square metre, then establish whether the envelope is being opened, because that is what moves a project across the band.

Are there reviews or ratings of energy retrofit companies on this site?

What does "licensed" mean for this kind of work?

Two separate things, often conflated. The design and any certification a permit requires must come from a professional registered with ETEK. The construction must be carried out by a contractor holding the appropriate registration category and class for the value of the works. A company can hold one and not the other.

Should a whole block retrofit at once, or owner by owner?

Roof and external walls are usually common property, so meaningful envelope work is a block decision whatever an individual owner would prefer. Partial external insulation on a shared elevation also tends to create problems where it stops.

Does solar belong in an energy retrofit?

In the plan, yes — but last in the sequence and priced as its own package. Generation sized against an uninsulated building is sized against a load the fabric work is about to reduce, and it is assessed separately for grant purposes anyway.
