The short answer

An energy retrofit taking insulation, glazing and HVAC as a single package is published at €120 to €380 per square metre nationally, with a median of €210. Nicosia sits on that baseline exactly: €120 to €380, median €210. What decides where a particular building lands inside a range that spans more than three to one is not the quality of the products specified. It is how much of the envelope has to be opened up, and whether the plant is being replaced or merely rebalanced.

What drives the range

The first thing worth stating plainly, because it inverts most of the imported guidance: in Cyprus an energy retrofit is a cooling project. Peak demand on a commercial building here falls on a summer afternoon, not a winter morning. That single fact reorders the priorities, and it explains why buildings that follow a northern European specification sheet spend money in the wrong place.

The roof, first and cheapest. With the sun high overhead for most of the cooling season, the roof takes more solar gain than any facade. Roof insulation using thermal board is published at €15 to €40 per square metre with a median of €24, which makes it by a wide margin the lowest-cost intervention per unit of cooling load removed. On the flat-roofed concrete stock that dominates Nicosia, this is usually the first item and the one with the shortest payback.

Shading before glazing. Replacing glass reduces gain; blocking the sun before it reaches the glass reduces it more. External shading, brise-soleil and overhangs are cheaper per unit of benefit than any glazing upgrade, and they are routinely left out of a retrofit package because they read as architecture rather than as energy work.

Glazing, and the number that matters. Aluminium frames with a standard double glazed unit are published at €180 to €420 per square metre, median €260; a frame with a thermal break, supplied and fitted, at €190 to €450, median €280. The specification question in Cyprus is solar factor and orientation rather than winter heat loss. A high-performance unit selected on U-value alone can admit more summer gain than the single glazing it replaced was ever going to, because the occupants stopped opening the windows.

Plant. HVAC is where the largest single share of a package price sits. Split units up to 12,000 BTU run at €550 to €1,200 installed, median €780, which is the useful unit rate for a small office or a floor of cellular rooms. Larger buildings move to a central or VRV solution, and the sequencing matters: sizing the new plant before the envelope work is finished means paying for capacity the improved envelope will not need. Doing the fabric first and the plant second is the order that reduces the plant bill.

The age of what is being retrofitted. Much of the Nicosia stock, and almost all of Strovolos, is 1970s to 1990s blocks where the electrical installation is at the end of its life. A retrofit on that stock frequently finds that the distribution board cannot carry the new plant, and the rewiring that follows is not an energy measure. It is a cost that arrives with one.

Cost by district

The recorded medians move by district in a pattern that holds across scopes. Limassol is the highest at €235 per square metre, with a range of €134 to €426. Paphos follows at €223, range €127 to €403. Nicosia sits on the national baseline at €210. Larnaca is published at €202, range €115 to €365, and the Famagusta district — Paralimni, Ayia Napa, Protaras and the villages behind them — at €193, range €110 to €350.

The differential is contractor demand rather than material cost. Insulation board and glazing units cost the same in Aglantzia as in Germasogeia; the crews do not. Limassol's commercial development has absorbed the trades who would otherwise be pricing retrofit work, while the Famagusta district's seasonal stock concentrates refurbishment into November to March and leaves capacity in the rest of the year.

One location-specific item is worth pricing separately rather than assuming into a rate. Where a retrofit includes rooftop photovoltaic, connection is applied for by the installer before commissioning and typically takes around 45 days, with a load assessment required where local network capacity is constrained — dense tourist-area feeders such as those around Germasogeia are exactly that case, and the assessment sits on the programme rather than on the cost sheet.

What is usually excluded

A package price quoted per square metre of floor area is a convenient shorthand and an incomplete one. The following normally sit outside it.

  • The energy performance assessment. Support schemes require one before the works and one after, and both are professional appointments made by the owner.
  • Professional fees and certification. Where the work touches structure or the envelope, drawings must be certified by an ETEK-registered engineer or architect.
  • Photovoltaic. Commonly discussed as part of a retrofit and almost never inside the square-metre rate. Three-phase commercial rooftop of 50 to 250 kWp is recorded separately at €700 to €1,050 per kWp installed, median €850.
  • Electrical upgrade works — board replacement, submains, rewiring — triggered by the new plant rather than by the energy measures themselves.
  • Asbestos survey and licensed removal on stock of a certain age, which stays a provisional item until the survey returns.
  • Making good and redecoration after insulation, ducting or window replacement, which on an occupied building is larger than owners expect.
  • Out-of-hours working where the building continues to trade, and the temporary protection and separated access that go with it.
  • Metering and monitoring. Without sub-metering installed before the works there is no baseline, and the saving claimed afterwards cannot be evidenced.
  • VAT, at the rate applicable to the property and its use, stated on the quote rather than assumed.

The scheme recorded against insulation works supports insulation, glazing replacement and heating system upgrades on buildings completed before a cut-off date, up to €12,000, and requires the before-and-after energy assessment noted above. Eligibility turns on the building's completion date and its use, so a commercial owner needs the position confirmed against the current scheme documents before the specification is fixed. How to compare quotes

Two retrofit quotes are comparable only when both price the same measures against the same measured baseline. Neither is fixed by default, and a contractor asked to propose the scope will propose the one they are best placed to deliver. Setting both before the invitation goes out is what turns three totals into a decision.

  1. Establish the baseline before anything is specified

    A full year of metered consumption, broken down as far as the meters allow, and the current tariff. Without it, every saving figure in every quote is an assertion.

  2. Ask for measures priced individually, then as a package

    Roof insulation, shading, glazing and plant each have their own payback. A single package price hides the fact that one measure is carrying the case and another is being sold on the back of it.

  3. Require the plant sized after the fabric, not before

    The correct sequence produces smaller plant and a smaller bill. A quote that sizes the new HVAC against the existing envelope is pricing capacity that is about to become unnecessary.

  4. Check the glazing specification names a solar factor

    Not only a U-value. For a building in Nicosia with west-facing glass, the solar factor and the shading in front of it decide the summer outcome.

  5. Separate the photovoltaic package entirely

    Different unit of measurement, different subcontractor, different approval path, different payback. Bundling it into a square-metre rate makes both halves impossible to assess.

  6. Confirm who holds the grant application and when

    The assessment before the works has to happen before the works. A retrofit started ahead of the paperwork can put the support out of reach.

  7. Tie payment to commissioned performance, not to installation

    Handing over an air conditioning system is not the same as commissioning and balancing it. Retention should release on commissioning records rather than on the last screw.

What does an energy retrofit cost for a whole building?

Multiply the recorded rate by the treated floor area, then treat the result as a starting position rather than an answer. The Nicosia median of €210 per square metre assumes envelope work and plant renewal together; a floor with an intact roof, recent glazing and only the plant to renew lands well below it, and one being opened up throughout lands above.

Which measure pays back fastest in Cyprus?

Roof insulation on flat concrete stock, published at €15 to €40 per square metre against a median of €24, is normally the cheapest cooling load removed per euro spent. External shading is usually second. Glazing and plant carry the largest share of the cost and the longest paybacks, which is the reverse of how retrofit packages are typically presented.

Does an energy retrofit need a permit?

Work confined to the interior and to plant replacement generally does not. Anything that alters the envelope — external insulation, new openings, fixed shading structures, a rooftop plant enclosure — engages the permit chain and requires certified drawings from an ETEK-registered professional. Rooftop photovoltaic engages a separate connection application to the Electricity Authority of Cyprus.

Can the works run while the building is occupied?

Plant replacement and glazing usually can, floor by floor or zone by zone, with an out-of-hours premium and a real programme extension. Roof work is the most disruptive relative to its cost and the most worth doing in a closure window.

How is the saving verified afterwards?

By sub-metering installed before the works and read after them, against the same tariff and with degree-day correction for the weather between the two periods. Without that, the only available evidence is a bill comparison across two summers that were not alike.

Should photovoltaic be part of the same project?

Often, because the scaffold, roof access and professional appointments are already in place, and doing the roof work twice costs more than doing it once. But it should be priced separately: it is held per kWp rather than per square metre, it carries its own connection process of around 45 days, and its return depends on the building's daytime load profile rather than on its envelope.
