Cost per key is the number that makes refurbishment options comparable. What it includes, what phasing does to it, and where the Cypriot season constrains it.

Cost per square metre is how contractors quote. Cost per key is how owners decide. The translation between them is where most refurbishment business cases go wrong.

Why per key rather than per square metre

A room refurbishment is not proportional to floor area. Two rooms of identical size cost differently if one has a wet room and the other a shower over bath, or if one is on a corridor where the riser is accessible and the other is not.

Per key absorbs that variation and puts a light FF&E refresh and a full strip-out on the same basis — which is the actual decision.

The table above is the underlying construction rate. Room cost is that rate applied to the room area, plus FF&E, plus the share of common areas and back of house allocated per key, plus the cost of doing it in phases.

Building the number from the rate

The conversion is arithmetic, not judgement, provided each term is written down first.

  1. Start with net internal room area, not gross

    Gross area divided by key count silently loads corridor, stair and riser into every room. That is a legitimate way to model a building; it is not the room. Fix which basis the model uses, and say so.

  2. Add the balcony as its own line

    Almost every seaside room on the island has one, and balcony area falls outside net internal area while carrying waterproofing, screed falls, a drainage outlet and balustrade. A rate applied to internal area alone under-reads on Cypriot coastal stock for exactly this reason.

  3. Price FF&E separately from the build

    Furniture, case goods, soft goods and loose lighting move on different lead times and often a different supplier. Folded into a construction rate, they hide the item most likely to be value-engineered later.

  4. Allocate the shared scope on a stated basis

    Lobby, corridors, back of house, plant and lifts divided by key count is the usual method. Whichever is used, it should be one line with a visible divisor.

  5. Apply the programme premium last

    Phasing is a multiplier on the build, not on FF&E, and applying it to the whole total inflates the figure.

Assembled this way the number is testable: measure what the first completed room actually consumed against what the model said, and correct the remaining keys before the main order goes out.

Room mix breaks a flat average

A single per-key figure describes a portfolio, not a room, and Cypriot resort stock carries a mix that pulls in both directions.

  • Twin and double standard rooms are the population the average should be built from, and the only rooms repetitive enough to justify a prototype.
  • Suites and family rooms carry more bathroom, joinery and FF&E per key while adding nothing to the shared allocation, so they sit above the mean.
  • Accessible rooms need turning circles, level thresholds and grab-rail substrate, and where the existing bathroom cannot take them the partition moves.
  • Interconnecting rooms carry acoustic and fire-rated door sets that a standard room does not.

Price the standard room properly, then price the variants as deltas against it — more defensible than one blended figure nobody can trace back.

What the local construction fabric does to the rate

Cypriot hotel stock is overwhelmingly reinforced concrete frame with masonry infill, floors laid in tile or stone directly onto screed, and services chased into solid walls rather than run through stud voids. A rate imported from partition-built stock will not carry that.

Rerouting a socket or a shower feed means cutting a chase, making good and redecorating. Lifting a bonded stone or terrazzo floor is a demolition task with real waste volume, and on upper floors that waste leaves through the same lift the materials arrive in. With little void to hide anything in, a specification assuming concealed services means dropped ceilings that were never in the take-off.

Rooftop solar water heating is close to universal here, and on stock never refurbished its cylinders, runs and controls are old. Renewing that is a per-key cost though none of it is visible from a bedroom.

What phasing costs

This is the number owners consistently underestimate.

  1. Full closure

    Cheapest per key by a clear margin. One mobilisation, trades work continuously, no noise restrictions, no guest interface. The cost is the lost season.

  2. Floor by floor during shoulder season

    Most common in Cyprus. Adds remobilisation, temporary protection, restricted working hours and a separated route for materials. Budget a meaningful premium per key against full closure.

  3. Room by room while trading

    Highest premium per key, and the most schedule risk. Justifiable only where occupancy through the works is genuinely worth more than the premium — which is rarer than it seems once the noise complaints and comped nights are counted.

The Cyprus season sets the window

The corollary: the cheapest time to buy refurbishment is not the cheapest time to do it. Committing early to a winter programme buys both availability and rate.

What belongs in the per-key number

A comparable figure includes the guest room, its bathroom, corridor make-good, and an allocated share of common areas, back of house, plant and lifts. It also includes design fees, statutory approvals where the envelope or layout changes, and contingency.

A per-key number that excludes common areas is not wrong, it is just answering a different question — and it will not reconcile with the total when the board asks.

Reading a tender on the per-key axis

Two submissions can differ widely and both be honest. What separates a usable one from one that will move is whether the build-up is legible.

Works well when

The room rate splits into strip-out, wet area, services, finishes, joinery and FF&E. Shared scope is a stated fraction rather than a lump. The phasing premium is its own line against a named programme. Long-lead items carry order-by dates rather than delivery hopes.

Less suitable when

A single figure per key with no build-up. FF&E as an allowance with no schedule behind it. No line for working around guests on a job everyone knows will trade. Nothing set aside for opening up. A programme given as a total duration with no rate per floor.

Ask each tenderer to price one standard room as a prototype before the main contract is let — the cheapest available calibration of both the figure and the contractor.

Questions worth putting to a contractor

  • On what area basis is the rate calculated, and is the balcony inside or outside it?
  • What key count divided the shared scope, and does it include rooms out of service?
  • What happens to the figure if a specified item is unavailable in Cyprus within the programme?
  • How many rooms can be worked concurrently through a single service lift, and where does waste leave, at what hours?

The early warnings that the number is drifting

Overruns rarely announce themselves in the cost report. They show up in the programme first, and only later in the money.

If the waste run in the first opened bathroom is not where the drawings put it, every remaining key is an estimate again. A gap between strip-out finishing and first fix starting means the sequence has broken, and on a winter programme that gap is not recoverable. Substitution requests arriving before the prototype is signed off usually mean the specification was never procurable in the time available. And a project with nothing on the variation register by the time the first floor is stripped is not one without change, it is one not recording it.

Where the return actually comes from

Rate uplift is the obvious argument and usually the weakest one on its own. The stronger cases in Cyprus tend to combine it with reduced maintenance on a stock that has reached the end of its cycle, energy cost reduction where the refurbishment includes plant, and extending the operating shoulder season because the rooms are no longer marginal in April and October.

Questions owners ask about the per-key figure

Should the balcony be counted in the room area?

Either treatment works as long as it is declared. Pricing it as a separate element is clearer, because balcony work is waterproofing and balustrade rather than room finishing, and it recurs on a different cycle to the interior.

How many rooms should be prototyped?

One of the standard type, in full, signed off in writing. Where the portfolio holds a genuinely different bathroom arrangement — a wet room against a shower over bath, or an accessible layout — that justifies its own prototype, because the wet area is what carries the variation.

What if the key count changes during design?

The shared allocation changes with it, which is the argument for a visible divisor. Combining rooms into suites cuts the key count while leaving lobby, plant and lifts unchanged, so the per-key figure rises even though nothing got more expensive.
