Marina covers hotel, office, retail and restaurant refurbishment, where the binding constraint is rarely build time. In Cyprus it is occupancy: rooms are full from April to October, so the programme decides the cost more than the rate does.

Guest room refurbishment in the Limassol district records €9,520 to €31,360 per room, median €16,800, for a strip-out to finished room at mid-market specification. Nationally the same scope records €8,500 to €28,000, median €15,000, so Limassol sits about twelve per cent above the island figure. The local band spans more than three times from bottom to top, and almost none of that is margin. It is four things: how much of the room is genuinely replaced, how materials reach the floor, how many weeks the hotel will close, and how early the programme was committed.

The size of the spread

The per-key figure is what a board approves. It is not what a contractor prices.

Those figures arrive from the price index at page load rather than typed into this article, so they do not go stale. Read the band as three jobs, not one job with a wide error bar.

Near the bottom, the room keeps its bathroom, layout, wiring and ceiling: soft furnishings, case goods, decoration, lighting on existing points, a bathroom refresh on the existing sanitaryware positions. The middle is a full strip-out — bathroom back to slab, new waste and supply runs, new distribution, new door sets, new floor build-up, new joinery — and most Limassol four-star stock lands here on a major cycle. The top is a room that changes shape: a bath removed for a walk-in shower, two rooms combined, accessible rooms added. That is a building alteration priced by area, and commercial interior work in the district records €470 to €1,288 per m², with a permit route attached.

Two costs sit outside the per-key rate and are routinely missing from the first budget: the public areas, measured in square metres rather than keys, and the parts of the building guests never see — boiler plant, laundry, kitchen extract, alarm panel, risers, staff areas. On a coastal Limassol property the envelope joins them, at €62 to €196 per m² for render repair, coating and balcony edge detail. Rapid high-rise development along this coast has made balcony waterproofing and facade maintenance routine rather than exceptional.

Access and travel time

A hotel refurbishment is a logistics exercise wearing a decorating budget.

The seafront properties through Germasogeia and along the eastern strip run on guest lifts plus, if the building is old enough, one service lift that also carries linen, food and waste. Everything the works consume and everything they remove moves through that car, on a booking system, around the hotel's own operation. Its dimensions decide sheet sizes, whether a bath leaves whole, and how many deliveries the programme needs. Where it cannot take the volume, the alternative is a balcony hoist or an external mast, priced by the week and needing a position that does not close the pool deck.

Older stock in the town centre, Mesa Geitonia and Agios Athanasios often has street access but no goods lift at all, so upper-floor work is carried by hand. That converts a material cost into a labour cost, and labour is the line that separates quotes.

Outside the city, distance re-enters the rate. Parekklisia, Pissouri and the western coast road are served from Limassol, and the travel sits inside the day rate whether or not it appears as a line. Pissouri carries a second factor: known ground movement in parts of the village makes a structural survey standard before major work, and a quote priced off a floor plan will not contain one.

Specification differences

The same words in two scopes describe jobs that are not close in cost.

Bathroom refurbishment is either an overlay — new sanitaryware on existing positions, new screen, retiling above retained tanking — or a full strip to slab with new tanking, falls, waste and supply. The second is what most often turns a comparable quote into an incomparable one, because no contractor can price it honestly without opening a room first.

FF&E covers everything loose and everything fitted, and the split between contractor supply and owner direct purchase is the commonest source of double-counting. Settle the responsibility matrix before comparing totals.

Air conditioning is fan coils recommissioned, new units on existing pipework, or a new system with revised condensate, ceiling void and condenser positions — and where condensers may stand on a coastal elevation often decides whether the cheap option exists.

Fire and life safety is the line most often absent from a low quote. Detection, emergency lighting, signage, correctly rated door sets and compartmentation where layouts change are not optional in accommodation, and retrofitting them after the ceilings close is expensive.

Finishes look like the big variable and are not: doubling the tile budget moves a total less than one unplanned week of closure does.

Season and demand

Cyprus has a refurbishment calendar, and price follows it.

Seasonal accommodation compresses its work into November to March because the rooms are full the rest of the year, and holiday-let stock leaves only short windows between bookings. That concentration is heaviest in the resort towns of the Famagusta district and coastal Paphos, but it consumes the same contractor capacity a Limassol hotel is bidding for. Limassol's year-round business and conference trade makes its own closure window shorter and dearer to take, which is part of why the district records above the national figure.

Summer works against specific trades: screeds, renders and external coatings applied through July and August cure faster than the specification assumes unless the programme allows early starts and protection. Supplier lead times stretch around the August shutdown, and imported FF&E and sanitaryware arrive late.

So the cheapest time to buy refurbishment is not the cheapest time to build it. A programme committed a year or more ahead buys availability, rate, and time to order long-lead items before the floor closes. September, for the same winter, buys none of the three.

How to read a quote

A hotel quote is comparable when it answers these, and not otherwise.

  1. Is it priced against a drawn room type, or a walk-round?

    A rate from a corridor walk is an estimate. A rate against a room layout, a finishes schedule, an FF&E schedule and a services scope is a price. Only the second survives the first opened bathroom.

  2. How many room types are priced?

    Standard, accessible, corner, suite and the rooms over the lobby are different jobs. One blended rate hides the mix.

  3. Are preliminaries listed rather than absorbed?

    Hoarding, protection, supervision, lift booking, security, welfare, waste and cleaning. On a trading hotel these are a substantial share, and a quote that buries them is not cheaper, only vaguer.

  4. Are provisional sums named with their assumptions?

    Concrete repair, asbestos in older stock, riser upgrades and unforeseen drainage are the usual four. An allowance set low is the politest way to make a total look competitive.

  5. Is there a rooms-back date per floor?

    Hotels buy dates, not square metres.

Check whether the figure is inclusive or exclusive of VAT and which rate the works are treated under; two quotes on different bases will not reconcile. Where the works change layout, envelope, escape strategy or room count, an approval route applies: applications go to the Department of Town Planning and Housing, are normally prepared by a professional registered with ETEK, and are made in the owner's name.

Common questions

Is it cheaper to refurbish floor by floor or to close?

Closing is nearly always cheaper to build and more expensive to trade. Phasing adds remobilisation, hoarding, protection, restricted hours and slower progress on every trade. Compare that premium against the revenue from floors still selling, with two numbers rather than an instinct.

What is the most common cost surprise here?

What is behind the bathroom tiles. Failed tanking, corroded supply pipework and waste falls that were never right stay invisible until the first room opens, and on coastal stock chloride-driven corrosion in slab edges and balcony reinforcement adds to it. Opening two rooms before signing converts the largest unknown into a measured quantity.

Does the same refurbishment cost more in Limassol than elsewhere?

The district records about twelve per cent above the national figure, but access explains more of any individual gap than location does. A low-rise property with its own service yard may price close to the equivalent job elsewhere; a seafront tower reached through one shared service lift will not, wherever it stands.
