How to choose a commercial renovation contractor in Cyprus
What can be verified about a commercial renovation contractor in Cyprus, what a comparable quote itemises, and the warning signs worth acting on.

A commercial renovation in Cyprus is bought against a reopening date and a lease, not against a budget. The premises earn while they are open and cost while they are shut, so every question worth putting to a contractor comes back to whether the handover date is real and what happens to it when something is found behind a ceiling. Four things can be established before anything is signed: that the company is a legal entity, that its contractor registration class covers a contract of this value, that its insurance covers work inside an occupied building, and that it has handed over comparable premises when it said it would.
What can actually be verified
The company. The Registrar of Companies gives legal name, registration number, incorporation date and standing. On commercial contracts the sums are large enough that the entity being contracted with matters more than the trading name on the proposal.
The registration class. Building and technical works contracting in Cyprus is a registered activity, granted by category and by class, and the class limits the value of works a contractor may lawfully undertake. This is the check most often skipped on commercial work, precisely because the numbers are larger. Both belong in writing, with confirmation that this contract falls inside them.
Insurance, read for occupied premises. Public and employer's liability, current across the programme dates, with sums that relate to the neighbouring tenancies rather than to the contract value. Where the building stays partly open, the questions are whether cover extends to work in occupied areas, to out-of-hours working, and to hot works.
Delivery against a date. The useful reference is two premises handed over in the last two years, with the date promised and the date achieved. Commercial clients ask for this as a matter of course, so contractors who work the sector keep the records.
Registrations that matter
Internal, non-structural work generally proceeds on the contract alone. New partitions within an existing layout, ceilings, floor finishes, joinery, redecoration and replacement of services on existing routes need no permit.
Three things cross the line. Structure and envelope: removing or opening up walls, altering the shopfront, changing external appearance. Layout that affects escape routes, since a partition plan is also a means-of-escape plan. And change of use, which catches commercial tenants hardest — converting retail to food and beverage, or an office to a clinic, changes what the premises are permitted to be, and planning permission for that comes before any building permit. Each requires drawings certified by an ETEK-registered engineer or architect, and the permit is applied for in the owner's name, which on leased premises means the landlord rather than the tenant.
Sector approvals run alongside on their own timetables. Premises to which the public has access engage fire safety requirements covering escape routes, signage, detection and alarm. Food premises engage a separate licensing route through the municipality and the health authorities, with requirements for extraction, grease management, surfaces and drainage that shape the design rather than follow it. External signage needs municipal consent, and in a mixed-use block the shopfront often sits on common property, bringing the management committee in as well.
Two commercial matters complete the picture. The lease decides whether the tenant may alter at all, so a licence to alter, with the reinstatement obligation written into it, is normally the first document in the file. And whether a business can recover the VAT on the works depends on its own VAT position, which is a question for the Tax Department rather than for the contractor.
Questions to ask
What is the closure window, and what is attached to the date?
A date with nothing attached is an intention. A date with liquidated damages, or with a retention released on achieving it, is a commitment. Premises with a reopening announced to customers should be pricing the date, not only the works.
What is priced for working in an occupied building?
Out-of-hours working, noise limits, hot works permits, protection of trading areas, separated routes for materials, lift use and access control. On a partly trading building these items are the difference between two quotes far more often than the finishes are.
Which items decide the programme?
Shopfront glazing, made-to-order joinery, lifts, HVAC plant, kitchen extraction and anything specified from outside Cyprus. The long-lead list belongs with the quote, with order dates against each item, because these decide the handover far more often than the trades do.
Who holds the mechanical and electrical design?
A drawn and specified design priced against drawings behaves differently from a performance description priced against an assumption. M&E is the commonest source of commercial variations, and who carries the design risk should be settled before the contract, not during it.
Local conditions belong in the same conversation. Central Limassol's dense high-rise stock brings restricted delivery access, shared loading bays and full service risers, alongside the development pressure that has raised demand for balcony waterproofing and facade maintenance. Inland Nicosia has the widest temperature range on the island, which puts cooling load and shading at the centre of an office scheme. Around Strovolos the commercial ground floors sit under 1970s to 1990s blocks where rewiring and replumbing dominate, and supply capacity is often the first constraint found. In Ayia Napa and the surrounding resort stock, commercial premises follow the accommodation into a November to March window.

Those figures come out of the price index at page load, so they stay current. The published band for commercial interior work runs from roughly €420 to €1,150 per square metre, mid-point near €680, shell to occupied. The spread is use rather than margin, and the sub-bands show it: common areas, stairwells and lobby work sit lower at roughly €180 to €560 per square metre, mid-point near €310; an office fit-out to Category B including services runs about €350 to €950, mid-point near €560; a restaurant runs about €700 to €2,100, mid-point near €1,150, because kitchen extraction and grease management are an engineering package rather than a finish.
So "commercial renovation" is not one number, and a business case built on a blended rate will be wrong whichever way the scope falls.
A comparable quote contains:
- Preliminaries itemised: site set-up, temporary power and water, protection of trading areas, waste removal, supervision, insurance, out-of-hours premium.
- Building work separated from M&E and from FF&E, since the three carry different lead times, lifespans and capital treatment.
- Provisional sums flagged, with the specification each assumes. An allowance set low is the politest way to make a quote look competitive.
- Exclusions listed, VAT shown separately with the rate stated, and the permit and licensing position set out.
- A schedule of rates for variations, with written instruction required for anything outside scope. Verbal variations agreed with a foreman on site are the standard route to a disputed final account.
- Handover documentation named: test certificates, O&M manuals, as-built drawings, warranties and the certificate of final approval.
- A programme, not a completion date — the sequence, the critical path and the order dates for long-lead items.
- Payment tied to verifiable stages — strip-out, first fix, second fix, handover — never to calendar dates.
- Retention and a defects period written in, on a signed contract rather than an accepted quotation by email.
Missing handover paperwork costs nothing on the day and a great deal at the next rent review or a sale. The same written scope goes to every contractor invited to price.
Warning signs
A refusal to commit to a handover date in writing, or a date qualified by how things go. On premises with a reopening date, that is the entire risk being handed back to the client.
A lump sum with no M&E breakdown. Mechanical and electrical work is where commercial budgets move, and a single figure covering it cannot be compared.
A large payment demanded before mobilisation, uninvoiced and attached to no stage. The commercial version of this failure is larger than the domestic one and just as avoidable.
An offer to start change-of-use works before planning permission, or to sort the fire and licensing requirements after opening. Both create a position the business cannot trade out of.
Also: no written contract, unwillingness to name subcontractors, a registration class below the contract value, no employer's liability, and a price that falls if the invoice is skipped — that discount is the client's VAT position, evidence and recourse, sold back at a discount.
Common questions
Can a business trade through the works?
Often, and it always costs more. Phasing adds remobilisation, protection, restricted hours and separated routes for materials and waste, and it lengthens the programme. It is worth it where the trading kept through the works is worth more than the premium — a calculation, and one that belongs before the tender rather than after.
What does a turnkey quote actually cover?
It varies enough that the word alone is not information. The useful test is whether design, M&E, permit drawings, statutory approvals, FF&E and handover documentation sit inside the figure or outside it. Two turnkey prices for the same premises routinely differ because one includes the design and licensing work and the other assumes the client has it.
How far ahead should a contractor be appointed?
Further than the build programme suggests, because the permit and licensing routes run in parallel and the long-lead items run longer than either. Seasonal areas compress the problem: in Ayia Napa and the surrounding resort stock, almost all work is pushed into November to March, so capacity there is committed well in advance.
Is lobby and common-area work worth separating from the rest?
Usually yes, because it is a different band, a different approval route and often a different payer. In a jointly owned building the lobby and stairwells are common property, decided and funded through the management committee, while a tenant's own premises are not. Keeping the scopes and the budgets separate avoids an argument about apportionment later.
