How to compare commercial fit-out bids with different assumptions

Before selecting a commercial fit-out contractor in Cyprus, put every material clarification into a shared comparison record. Ask each bidder to price the same accepted scope and identify what remains provisional. The lowest submitted total is not necessarily the lowest price for the work you intend to buy, especially when bidders have made different assumptions about quantities, access or client decisions.

This Renovated.cy guide is for private commercial purchasing teams comparing proposals. It is not a public procurement procedure, a legal interpretation of tender rules or a technical specification. A project adviser should establish the process appropriate to your appointment. The worksheet below helps an owner understand the remaining differences before awarding work.

Establish the version everyone has priced

List the drawings, specifications, room schedules and written amendments issued for the enquiry. Record their revisions and issue dates. Ask each bidder to identify the documents used in its price. A later drawing in your own folder does not establish that the contractor received or allowed for it.

Keep an issue register with recipients and dates. If a bidder's question reveals a missing requirement, decide with the appropriate project professional whether the scope needs clarification. Do not resolve a material omission only in a telephone conversation with one supplier while comparing others against the old version.

Separate a scope change from an explanation of existing information. Both may affect a price, but the record should say what actually happened. Avoid silently replacing a document and expecting bidders to infer which details have changed.

Ask for assumptions in a usable format

Request a schedule of exclusions, provisional items, quantities and client-supplied elements. Ask bidders to reference the relevant work package rather than providing a general statement that everything not mentioned is excluded. The purpose is to identify decisions you can act on.

For example, a bidder may allow for work during a defined access window while another assumes unrestricted access. Those are different offers. Ask the operational team which arrangement is actually possible before seeking revised prices. Do not erase the difference by adding an invented adjustment in your spreadsheet.

Keep unresolved quantities and unknown site conditions visible. A provisional amount should retain its stated basis and the route for confirming the final work. Treating it as a guaranteed complete price makes the comparison appear more certain than the underlying information.

Use a clarification matrix

Give each question a reference, owner and status. Record the bidder's answer and whether an updated price or document is needed. Keep internal preferences separate from instructions issued to bidders.

This is an editorial purchasing tool. It does not create contractual authority or replace the appointed quantity surveyor's, designer's or lawyer's work.

Resolve operational assumptions with the people affected

Bring the premises manager into questions about access, storage, deliveries and work around continuing operations. Ask the project professionals to determine technical requirements and any necessary approvals. An owner should not settle a specialist question simply because it blocks completion of a bid table.

For a hotel, restaurant, shop or office, identify who can confirm when an area will be available. Do not accept an appealing programme that relies on a closure the business cannot provide. If the operational requirement changes, obtain the corresponding revised proposal before making an award decision.

Location matters through the actual premises and logistics. A Limassol city-centre shop, a Nicosia office and a Paphos hotel may have different delivery arrangements. Ask about the site rather than assuming a city label establishes access or cost. Apply the same discipline to Larnaca and other districts.

Verify the undertaking party separately

The official Cyprus contractor guidance describes registration and annual licensing for the building and civil engineering contractor profession, including project classifications. Check the actual contracting party and the authorisation relevant to the proposed work through the appropriate process. A well-presented bid is not evidence of registration, suitability or current availability.

Keep that verification distinct from scoring price and programme. Do not compensate for an unresolved eligibility issue by giving a supplier more points for presentation. Where the work involves several regulated or specialist roles, ask the appointed advisers how those responsibilities will be covered.

For broader construction-service questions, Building.cy is a related starting point. Its guides do not establish that a particular bidder has been verified for your project.

Compare accepted revisions, not informal impressions

After clarification, request a consolidated offer identifying the scope, price basis, programme and remaining qualifications. Retain earlier submissions for the record, but mark which version is being assessed. A revised email total without a matching scope can create a new ambiguity.

Ask whether the offer remains valid for the intended decision date and whether any stated conditions remain outstanding. Do not promise a bidder an appointment while your team is still deciding which work is included. Confirm the actual authority to award through your own governance arrangements.

If two proposals remain different, say so in the recommendation. Explain the practical consequence of the difference and what still needs resolution. A defensible comparison can contain uncertainty. Hiding it behind a precise-looking ranking is less useful.

Keep the comparison useful after selection

Carry accepted clarifications into the appointment documents through the appropriate professional process. Keep a current scope register so that the delivery team can locate the agreed answers. A careful bid review loses its value if the site team starts from the first draft enquiry.

Where interior choices drive procurement, Interiordesigner.cy provides guidance on defining a designer's appointment. Specify who will resolve the design decisions in your project; contractor pricing should not conceal an unappointed design service.

Questions before an award recommendation

Should we add a standard percentage to incomplete bids?

Use actual clarifications and professional cost advice. A guessed adjustment may hide a different scope or an unpriced risk. Identify the missing item and seek a response on the same basis from the relevant bidders.

Must every bidder offer the same programme?

Not necessarily. Compare each proposed programme against the same real constraints and record meaningful differences. Do not make an unrealistic date appear acceptable by removing the assumptions on which it depends.

What should the final recommendation contain?

State the assessed version, confirmed scope, actual price basis, programme, important qualifications and unresolved actions. Explore the Renovated.cy article library for related commercial refurbishment planning questions before making your selection.
