How to choose an apartment block renovation contractor in Cyprus
What can be verified about an apartment block renovation contractor in Cyprus, what a comparable quote itemises, and the warning signs that matter.

Marina covers hotel, office, retail and restaurant refurbishment, where the binding constraint is rarely build time. In Cyprus it is occupancy: rooms are full from April to October, so the programme decides the cost more than the rate does.

An apartment block renovation in Cyprus is bought by a committee rather than by a person, and that changes what has to be established before anything is signed. Four things are matters of record: that the contractor exists as a registered company, that its registration class covers works of this value, that its insurance is in force across the programme, and that the resolution authorising the work was validly passed by the owners. The recorded band runs from roughly €3,200 to €11,000 per apartment with a mid-point near €5,800, and where a quote sits inside it is decided by whether the envelope is in scope, not by contractor margin.
What can actually be verified
The company. The Registrar of Companies is a public register: legal name, registration number, incorporation date and current standing. A trading name on a van is not a company, and how long the firm has existed belongs in the minutes rather than in an assumption.
The registration class. Contractor registration in Cyprus is granted by category and by class, and the class limits the value of works that may lawfully be undertaken. This is where block work diverges from house work: a stairwell repaint sits inside a modest class, while the same block's facade, balcony edges, roof waterproofing and common areas taken as one contract can pass a ceiling the contractor has never had to think about.
Insurance in force. Public liability and employer's liability, current on the dates of the works. A block wrapped in scaffolding for four months is not the building the insurer originally underwrote, and the block's own policy needs telling before erection rather than after an incident.
The committee's own authority. The shared parts of a jointly owned building in Cyprus are managed by a management committee under the immovable property law, and works on those parts are authorised by resolution of the owners. The majority required differs by the kind of work — repair, improvement and alteration are treated differently — so the resolution should describe the works in the terms the contract uses. A contract signed by one enthusiastic owner with no valid resolution behind it is where recovery of common expenses from a dissenting neighbour comes apart, and no contractor can repair that later.
Registrations that matter
A great deal of block work engages no permit at all. Repainting stairwells, replacing lighting and entry systems, relaying lobby finishes, renewing pumps and water tanks and recoating a facade in the existing line proceed on the contract alone.
The line is crossed when the structure, the envelope or the layout changes. Enclosing an open ground-floor parking area, extending a lift shaft, changing balcony lines, adding external insulation that moves the building line, and roof works that alter height all require drawings certified by an engineer or architect registered with ETEK. Planning permission is assessed by the Department of Town Planning and Housing against the local plan and typically runs; the building permit follows from the district local authority under the Streets and Buildings Regulation Law, Cap. 96, and typically runs. Those figures decide whether a programme starts this year or next. The application is also made in the owners' names, so a contractor offering to handle the permits is handling someone else's application while the exposure stays where it started.
Asbestos cement appears in roof sheets, flue runs and water tanks in Cypriot buildings of a certain age, and its removal is controlled work for a licensed contractor rather than part of a general renovation contract. A quote that prices stripping a roof without saying what happens if bonded sheet is found underneath has an open variation inside it.
VAT registration and employer registration for social insurance on the crew complete the picture. Neither demonstrates competence; both demonstrate that there is something to hold responsible. VAT belongs on the quote as a separate line with the rate stated, because the rate applying to renovation work depends on the property, its use and its history.
Questions to ask
Where does the scope stop?
Common areas, envelope and building services are three budgets. A price covering stairwells and lobbies but stopping at the render is a different job to one including balcony edge detail and roof waterproofing, and the two cannot be compared until the boundary is written down.
What does the scaffolding cost per week, and who carries a slip?
Scaffolding runs €4–13 per m² per week including erection, hire and dismantling, and on a block it is measured in hundreds of square metres. If the programme slips by a month, that line moves with it.
How will the building stay occupied?
Water shutdown windows, whether a lift stays running, balcony access during facade work and what happens to resident parking are programme items with a cost. Leaving them out of the quote does not remove them from the job.
Who instructs a variation, and who holds the defect?
On a block, variations must be instructed by the committee in writing, not by any owner standing in the lobby. Almost every trade will be subcontracted, so establish who the committee calls when a balcony edge fails in the second winter.
Local conditions belong in this conversation, and a contractor who works the area raises them unprompted. Across Strovolos the stock is largely 1970s to 1990s blocks, where rewiring and replumbing dominate rather than finishes — a full rewire of an occupied property runs €35–90 per m² including making good, which is a separate contract from repainting a stairwell, not a line inside it. In central Limassol, high-rise development has pushed demand toward balcony waterproofing and facade maintenance. At Kato Paphos, salt-laden air makes galvanised and marine-grade fixings standard rather than an upgrade. On the hillside plots above Peyia, access roads limit crane and delivery vehicle size, which changes how scaffolding and bulk materials reach the building at all.
What a good quote looks like
Those figures are read from the price index at page load rather than typed into this article, so they do not go stale. A per-apartment figure on its own cannot be checked against anything, which is why the measured rates underneath matter. Facade renovation is published at €55–175 per m² for render repair, coating and balcony edge detail; common areas renovation at €180–560 per m² for stairwells, lobby and lighting. A quote built on measured quantities at rates in that territory can be tested; a lump sum divided by the number of flats cannot.
A comparable quote contains:
- Preliminaries, itemised — scaffolding with its weekly rate and assumed duration, temporary power and water, waste removal, protection, supervision, insurance. Absent from the paperwork does not mean absent from the job.
- Envelope, common areas and services separated, with measured quantities against each: square metres of render, of coating, of stairwell wall, of roof membrane.
- Provisional sums flagged with the assumption each carries. Render repair is the usual one, and an allowance assuming a sound substrate is the most polite way to make a quote look competitive.
- Exclusions written as a list — lift replacement, asbestos removal, work inside individual flats and anything found behind the render.
- Payment tied to verifiable stages — scaffold erected, strip and repair complete, first coat, practical completion — never to calendar dates, with retention and a defects period that runs through a full winter.
The same written scope should go to every contractor invited to price. Three quotes built on three sets of assumptions are three different jobs.
Warning signs
A large payment demanded before anything happens on site, with no invoice and no stage attached to it. This is the failure mode that costs Cypriot property owners the most money and it is the easiest to avoid.
A single per-apartment figure with no measured quantities behind it. It cannot be compared, it cannot be checked as work proceeds, and it gives the committee nothing to argue with when the final account arrives higher.
A contract offered for signature by one owner rather than by the committee under a resolution. It is not a document the block can rely on when common expenses are levied.
An offer to start envelope work before the permit position is settled. Unauthorised construction becomes every owner's problem when any one of them sells.
A quote materially below the others — the gap is usually scaffolding duration, the render repair allowance, or preliminaries left off the page rather than out of the job. Also: a price that falls if the invoice is skipped, no written contract, and no employer's liability cover.
Common questions
How is the cost divided between the apartments?
By the share each unit carries in the common parts, which is the basis on which common expenses are levied. Where separate title deeds have been issued, that share is recorded and can be read at the land registry. Where they have not been issued, the committee has to agree an apportionment first.
Can a block be renovated while people live in it?
Almost always, and almost always it is the only option. What it costs is restricted working hours, protection and cleaning, phased access to balconies and stairs, and a longer programme. A contractor who prices an occupied block as though it were empty has either misread the job or intends to raise the difference as a variation.
How much does the permit stage add?
Where a permit is engaged at all, the timetable is measured in months: planning permission, the building permit around 120. A committee planning envelope work that changes the building line should start that process a year ahead of the intended start on site.
How should a contractor from another district be assessed?
By travel time and by familiarity with the relevant local authority. Cyprus can be crossed in a morning, but a contractor who has never submitted to that municipality will be slower through any permit stage, and distance from their base is priced inside their rates either way.
