What apartment block renovation costs in Nicosia and across Cyprus
Recorded apartment block renovation in Nicosia runs €3,200 to €11,000 per apartment. What moves the figure, what quotes leave out, and how to compare.

The short answer
Apartment block renovation is published at €3,200 to €11,000 per unit, with a median near €5,800, covering common areas and the envelope apportioned per apartment. On a twelve-flat block in Strovolos that is a range from roughly €38,000 to €132,000, with the middle of the band near €70,000. Nicosia sits at the national figure rather than above or below it.
Two things about that number matter before it is used. It covers what the owners hold in common — stairwells, lobby, roof, facade, risers, external works — and not the inside of anybody's flat. And the band is wide because the two blocks at either end of it are genuinely different jobs: one is repainting a stairwell and recoating a facade that is sound, the other is cutting out spalled concrete, replacing risers and insulating a roof that has never had insulation on it.
What drives the range
How much of the concrete has to be cut out. This is the largest unknown on almost every block of this age in Nicosia, and it is the reason quoted figures move after work starts. Balcony edges, soffits and exposed beams on 1970s and 1980s blocks were built with shallow cover over the reinforcement. Where water has reached the steel it expands, and the render comes away with it. The extent is not visible from the ground and is only measurable once scaffolding is up and the loose material has been hammered off. A quote that prices concrete repair as a lump sum has guessed. A quote that prices it as a rate per square metre against a provisional quantity has told the truth about what is known.
Which of the three packages is actually in scope. Blocks are usually renovated as some combination of facade, common areas and energy work, and each has its own recorded rate. Facade work — render repair, coating and balcony edge detail — is published at €55 to €175 per square metre. Common areas — stairwells, lobby and lighting — at €180 to €560 per square metre. An energy retrofit taking insulation, glazing and plant as one package is published at €120 to €380 per square metre.

The services behind the walls. In the Strovolos, Lakatamia and Aglantzia stock — largely blocks from the 1970s to the 1990s — rewiring and replumbing dominate renovation work. Common risers, the roof water tanks, the pressure set, the communal lighting circuits and the earthing arrangement are all of an age. Replacing a riser means opening walls in the stairwell and, on many layouts, inside flats at the point where the branch leaves the riser. That is where a common-property project starts touching private property, and where the agreement with individual owners needs to be in writing before the contractor arrives.
Insulation, and the climate that argues for it. Nicosia is inland and has the widest temperature range on the island, which pushes insulation and shading specifications harder than a coastal site does. A great deal of the stock was built with no insulation in the roof or walls at all, and the top-floor flats carry the consequence every August. Roof insulation applied while the roof is being waterproofed anyway is the cheapest energy measure a block will ever be offered, because the scaffolding, the access and the disruption are already paid for by the waterproofing.
Access and the street. Inside the Venetian walls of the old town, narrow streets, no lay-down space and scaffolding that needs municipal agreement change what a contractor can do in a day. In Latsia, Tseri or Geri the same block on a wider street with a forecourt is straightforwardly cheaper to work on. Neither appears as a line in a quote; both are inside the rate.
That the building stays occupied. Unlike a hotel, a block cannot be closed. The lift goes out of service during shaft works, residents use a stairwell that is being retiled, scaffolding stands against bedroom windows for weeks and has to be secured every night. Restricted working hours, protection, and the cost of doing a job in the presence of the people who live there are real and belong in preliminaries.
Cost by district
Nicosia is the reference point. Limassol runs around twelve per cent above it, Paphos around six per cent above, Larnaca around four per cent below and the Famagusta district around eight per cent below.
The gap is not only a labour market. On the Limassol coast the failure mode is different: rapid high-rise development there has made balcony waterproofing and facade maintenance a standing concern, and salt-laden air on seafront blocks attacks reinforcement faster than anything Nicosia's climate does. Coastal blocks therefore need marine-grade fixings and coatings specified for that exposure, and they need them sooner.
Nicosia's premium is of a different kind. It has the largest stock of blocks in the age band where concrete repair is the main event, so the average job carries more unknown quantity even though the rate is unremarkable. Larnaca and the Famagusta district record lower rates with fewer specialist contractors, and a contractor travelling in from another district carries that travel inside the day rate whether or not it is shown. What is usually excluded
- Anything inside a private flat. Kitchens, bathrooms, internal finishes and, on most blocks, the windows to individual apartments, which are commonly the owner's own property and the owner's own cost.
- Professional fees. The structural engineer or architect whose certified drawings a permit application requires, and any testing or survey work.
- Statutory approvals. Where the envelope, the structure or the layout changes, the permit chain is engaged and the application is made in the name of the owners rather than the contractor.
- Concrete repair beyond the surveyed quantity, which is why the rate per square metre and the measurement method matter more than the headline total.
- Lift modernisation, almost always a separate specialist contract with its own long lead time and its own maintenance implications.
- Asbestos identification and removal, where older insulation, flues or cladding are disturbed.
- Scaffolding beyond the priced period, which is the most common overrun on facade work. The weekly extension rate should be agreed at the start.
- Contingency and VAT. The rate applied should be stated on the quote rather than assumed.
How to compare quotes
Every contractor should price the same written scope, with the same schedule of quantities and the same assumptions. On block work this matters more than anywhere, because the committee is comparing quotes on behalf of owners who did not attend the meeting and will be asked to pay.
Concrete repair as a measured rate with a provisional quantity
A rate per square metre for cutting out, treating reinforcement and making good, applied against a stated provisional area, with the method of measuring the final area agreed before work begins. This single line decides whether the final account resembles the quote.
Scaffolding priced by period, with an extension rate
Erection, hire period, weekly extension, alarms or netting, and who pays when the period runs on. Scaffolding is also a security question on an occupied block and should be addressed in the quote.
Preliminaries itemised rather than absorbed
Site set-up, protection of the stairwell and lift, waste removal, supervision, insurance and restricted working hours. Missing from the paperwork does not mean absent from the job.
Payment tied to verifiable stages
Scaffolding up, concrete repair measured and agreed, render complete, coating complete, scaffolding struck, snagging closed. Never to calendar dates, and never a large uninvoiced sum before mobilisation.
Registration class and insurance against this contract value
Contractor registration is granted by category and by class, and the class limits the value of works that may lawfully be undertaken. A twelve-unit envelope contract is larger than most owners assume. Public liability cover should name the risk of working above an occupied building.
Retention, a defects period and one point of contact
With the percentage and the length written in, coating warranties handed over on completion, and a single named person on each side. A committee of five instructing a foreman directly is how variations appear that nobody voted for.
Common questions
Who decides, and how is the work paid for?
Works to common property are decided by the owners collectively, through the block's management committee, and funded from common expenses and whatever reserve the block has built up. The practical constraint is rarely the vote — it is the owners who do not pay. A programme phased to match what the fund can actually collect is more likely to finish than one that assumes full collection.
Does a block renovation need a building permit?
Repair and like-for-like maintenance generally does not. Rendering, recoating, retiling a stairwell, replacing communal lighting and renewing roof waterproofing proceed on the strength of the contract. The permit chain is engaged when the structure, the envelope or the layout changes — enclosing a communal space, altering openings, adding a lift or external insulation that changes the building line. Those need drawings certified by an ETEK-registered professional, and the application is made in the name of the owners.
Can the work be phased across several years?
Yes, and on Nicosia blocks it commonly is. The sequence that wastes least money is envelope first, then services, then common area finishes, because each stage protects the one after it. Repainting a stairwell before the roof has been waterproofed is spending twice. The exception is scaffolding: anything that needs it should be done in the same visit, since erecting it twice costs more than most of the work it gives access to.
Why do concrete repair prices vary so much between quotes?
Because the contractors are pricing different quantities of the same unknown. One has assumed twenty square metres of repair, another eighty. Neither can be right until the scaffolding is up. The comparison is only meaningful if every quote uses the same provisional quantity and states its rate, so that the difference shown is the rate rather than the guess.
What about the lift?
Treat it as a separate project with its own budget and its own timetable. Lift modernisation is a specialist contract with long lead times on controllers and doors, and it interacts with the building work only where the shaft, the machine room or the landing finishes are touched. Deciding it late is what pushes a block programme into a second summer.
