Two Nicosia blocks of the same size can be quoted a long way apart. What actually moves the price, and how to read an apartment block quote properly.

Two blocks of the same age, the same floor area and the same postcode in Nicosia can be quoted a long way apart, and in most cases none of the contractors is wrong. The spread comes from four things that are rarely written down: what the scope actually includes at the boundary of the flats, how hard the building is to get materials into, what condition the concrete and the risers are in once the render comes off, and which month of the year the work has to happen in.

The size of the spread

Start with the construction rate, then treat everything above it as the part worth arguing about.

That baseline is the cost of doing finished work to a square metre of building. An apartment block quote is not one application of that rate. It is a stack of separate jobs — stairwell and entrance, roof and waterproofing, facade and balconies, risers and services, lift, external works — each with its own quantity, its own access problem and its own risk of finding something behind the surface.

The single largest driver of the spread is the scope boundary. A quote for shared parts only, stopping at the front door of each flat, is a different commercial proposition from one that includes replacing the riser branches inside the bathrooms. Both are legitimate answers to "renovate the block". They are not comparable, and committees regularly place them side by side as though they are.

The second driver is how much of the price is fixed and how much is provisional. Concrete repair is the usual example: until the render is off, nobody knows how many square metres of spalled concrete there are. A generous allowance looks expensive at tender and accurate at the end. A token allowance looks cheap and issues variations.

Access and travel time

Access is the cost line owners treat as an afterthought and contractors treat as the programme. Inside the walled city and the older streets around it there is often no setback to stand a scaffold in, which turns a routine facade job into one needing a suspended platform or a licence to occupy part of the road. Suspending parking bays is a municipal permission with its own lead time, charged by duration — so the programme, not the specification, sets that part of the bill.

The 1970s to 1990s blocks that dominate Strovolos and the surrounding suburbs were built before anyone expected a bath, a boiler or a two-metre sheet of plasterboard to travel up in the lift. Where the lift car will not take the material, everything goes up the stairs by hand, and a labour-heavy delivery method shows up in every trade on the job rather than in a single line.

Distance from the contractor's yard does the rest. A block in Engomi or Aglantzia is a short run from most Nicosia bases; the same block in Kokkinotrimithia, Dali or Tseri adds travel to every day rate, every delivery and every return visit during the defects period. Specification differences

"Repaint the common areas" describes a range of work that varies by a factor large enough to explain most of the disagreement between quotes.

At the light end: wash down, make good, two coats, new communal lighting, letterboxes and an entrance door. At the heavy end, for the same visible result: cut out and treat the carbonated concrete on the balcony soffits, reinstate the drip edges so water stops tracking back across the slab, replace the balcony waterproofing and its upstand, and only then decorate. The second is the reason the first lasts.

Services are the other place the two ends part company. In blocks of this age the risers are usually the original galvanised pipework and the original wiring, and rewiring and replumbing dominate the real cost of renovating this stock. A committee that funds the facade and defers the risers has bought a building that will need the same scaffold up again when a riser fails.

Nicosia adds one specification pressure the coastal districts do not. The inland position gives the widest temperature range on the island, which pushes the argument towards external shading, glazing and insulation on the elevations that take the afternoon sun. Those measures are expensive to add later and cheap to add while the scaffold is already standing, so they belong in the same conversation as the facade rather than in a separate one two years on.

Season and demand

Apartment blocks in Nicosia have no tourist closure window, so it is tempting to assume the calendar is neutral. It is not, for two reasons.

The first is application temperature. Renders, external paints, liquid membranes and sealants all have working ranges, and the inland summer takes a south-facing elevation well outside them for most of the working day. Serious external work concentrates into spring and autumn. Waterproofing then competes with the winter rain at the other end.

The second is competition for the same contractors. Hospitality refurbishment on the coast runs from November to March because that is when the rooms are empty, and it draws crews out of Nicosia in exactly the months that otherwise suit external work. A committee tendering in November is buying in a tight market; one that settles the scope in spring for the following autumn is not.

How to read a quote

A comparable set of quotes is one where the following are visible in all of them.

  1. The scope boundary, stated explicitly

    Where does the contractor's work stop — the flat's front door, the meter, the riser branch, the balcony threshold? Every quote should answer this in the same terms, and any that does not should be sent back rather than adjusted mentally.

  2. Provisional sums identified as provisional

    Concrete repair, roof deck condition and anything behind existing finishes should appear as an allowance with a stated quantity and a rate for work beyond it. A lump sum with no quantity behind it is a variation waiting to happen.

  3. Access priced as its own line

    Scaffold or suspended access, hoisting, road occupation and parking suspension belong on the face of the quote with their assumed duration. If the programme slips, this is the line that moves.

  4. Make-good, waste and reinstatement

    Removal of demolition waste to a licensed facility, protection of the stairwell and lift, and reinstatement of landscaping and parking surfaces are real costs. They are also the easiest costs to leave out to win a tender.

  5. VAT basis and permissions

    The quote should state which VAT treatment has been applied and on what basis, and say who is responsible for obtaining any municipal or planning permission the works require. Silence on either point is not the same as inclusion.

  6. Retention, defects period and return visits

    A defects period means nothing without a retention to make it enforceable and a stated response time. For a building with a facade and a roof, the first winter is the test.

Common questions

Is the cheapest quote usually the incomplete one?

Not always, but a quote that is well below the others almost always differs in scope rather than in efficiency. The productive response is not to reject it but to line its exclusions up against the others and see whether the missing work is genuinely not needed.

Can the works be phased across several years?

Yes, and it is common where the reserve fund cannot cover everything at once. The sequence matters more than the split: anything that requires scaffold should be grouped into the same phase, because standing the access twice costs more than most of the work it gives access to.

Do owners have to move out?

For shared parts work, generally not. Water and power interruptions to individual flats are the disruption that needs managing, and those belong in the programme with agreed notice periods rather than on the noticeboard the day before.

How far ahead should a committee start?

Far enough that the tender lands outside the peak season for coastal refurbishment and the works land inside the temperature window for external finishes. In practice that means the scope and the funding need to be settled a season before the intended start, not a month.

Does the age of the block change the answer?

Substantially. In blocks from the 1970s to the 1990s the services are usually at the end of their life, so surface-only work defers the larger cost rather than removing it. Newer stock more often has a genuine decoration-only case.
