Phased refurbishment costs more per key than full closure, reliably, and by a margin large enough to move a business case on its own. The premium buys trading revenue during the works, so the decision reduces to whether the rooms a hotel can still sell around a building site are worth more than the cost of keeping the site sellable. In Cyprus one term usually settles it: on seasonal stock the closure window and the low season are the same weeks anyway, so phasing is a premium paid for revenue that was never on the table. For a city hotel in Nicosia or a business hotel in Limassol trading twelve months, it goes the other way.

Short answers

Does the hotel have to close? No, but closing is cheaper per key, and on seasonal property it is usually cheaper full stop. One mobilisation, continuous working, no restricted hours, no guest interface and no protection of routes that guests use.

What does phasing add? Remobilisation for each phase, temporary protection, hoarding, a separated route for materials and waste, restricted working hours, supervision spread over a longer programme, and the commercial cost of rooms sold below rate or compensated afterwards. The contractor should price it as a named line rather than fold it into the rate.

When can the work happen? Seasonal accommodation in Ayia Napa and Protaras compresses refurbishment into November to March, because the rooms are full the rest of the year. The whole market buys the same months, so availability is the scarce input, not price.

How long does a guest room take? The room is rarely the constraint. The wet area sets the programme — whether the bathroom is stripped to the slab, whether the riser is reachable from the corridor or only through the room, and whether the waterproofing needs curing and testing before tiling.

What belongs inside a per-key figure? The guest room and its bathroom, corridor make-good, an allocated share of common areas, back of house, plant and lifts, plus design fees, statutory approvals and contingency. Common area work is separately quantifiable at €180 to €560 per square metre for stairwells, lobby and lighting, so that allocation can be checked rather than accepted.

Does refurbishment need a permit? Replacing finishes, sanitaryware, FF&E and services within existing routes does not. Changing the structure, the envelope or the layout does, which means drawings certified by an ETEK-registered engineer or architect. The application is made in the owner's name, so a contractor offering to handle the permits is handling someone else's application.

Who appoints the designer, and when? The owner, before the contractor prices anything. A scope drawn by the contractor is a scope only that contractor can price, and three quotes against three different scopes are three different jobs.

What are the long-lead items? Aluminium glazing, imported sanitaryware, made-to-order joinery, lift refurbishment, chillers and air handling plant, and any FF&E specified outside Cyprus. These decide handover more often than the trades do, and the list belongs with the quote, with order dates against each line.

How should the contract be paid? Against verified stages — strip-out complete, first fix, waterproofing tested, mock-up room accepted, floor handed over — with retention and a written defects period, never against calendar dates.

Is it worth doing? Rate uplift alone is the weakest version of the argument. The cases that survive scrutiny combine it with maintenance that has reached the end of its cycle, energy cost reduction where plant and envelope are in scope, and an operating season that extends because the rooms are no longer marginal in April and October.

The recorded band runs from roughly €8,500 to €28,000 per room with a mid-point near €15,000, and the spread inside it is specification and scope rather than contractor margin. Four things place a property within that band, and all four are worth settling before quotes are invited.

Whether the property trades through the works. The largest single variable, and the one most often left out of the brief. A hotel that states its phasing intention in the tender documents gets comparable prices; one that asks for a closure price and then decides to trade gets a variation.

What is behind the bathroom wall. On older stock the visible refurbishment is the cheap part. Corroded risers, undersized waste stacks and original waterproofing turn a finishes job into a services job, and no quote is meaningful until someone has opened one room and looked.

Where the property is. On the seafront at Kato Paphos, salt-laden air makes galvanised and marine-grade fixings standard rather than an upgrade, and external ironmongery, balustrades and plant enclosures are priced accordingly. Facade work runs €55 to €175 per square metre for render repair, coating and balcony edge detail, and coastal exposure pushes toward the upper part of that range on frequency as much as on rate.

Whether plant is inside the scope. Insulation, glazing and HVAC taken as one package is quantified at €120 to €380 per square metre and behaves like a separate project: longer lead times, more design input, and a payback argument that stands without reference to room rate.

What nobody asks but should

  1. Has one room been opened up before the tender?

    An intrusive survey of a single representative room — bathroom floor lifted, riser exposed, a section of wall opened — converts the largest unknown into a priced item. It is the highest-return spend on the project.

  2. Is the mock-up room in the programme, and who signs it off?

    A completed sample room, accepted in writing before the main FF&E order is placed, is where specification arguments belong. Finding the detail wrong once a whole floor is fitted out is expensive in a way that finding it in the first room is not.

  3. What does the fire strategy do when the layout changes?

    Moving a wall or an opening can affect escape routes, compartmentation and detection zones. It belongs to the certified design at the start, alongside the permit question, rather than to the trades at the end.

  4. Has the insurer been told the property will stand stripped out?

    A hotel empty and open to a contractor frequently falls outside the terms of the owner's own buildings policy. Written confirmation before strip-out costs nothing.

  5. Who is closing out the approvals?

    Where the works engaged a permit, a certificate of final approval confirms that what was built matches what was permitted. Nobody chases it while the rooms are selling, and it becomes urgent at refinancing or sale.

  6. What is the plan for waste and for older materials?

    Strip-out on stock from earlier decades can turn up materials requiring survey and licensed disposal. That survey is cheap in November and ruinous to the programme in February.

Common questions

Is phasing ever cheaper than closing?

Not per key. It can be cheaper overall on a property that trades year round, where the rooms kept in service cover the premium and more. On seasonal stock in Ayia Napa, Protaras or coastal Paphos, where the works fall in months the property would be closed regardless, phasing buys revenue that was never available.

How far ahead should a winter programme be committed?

Further ahead than most owners plan for. Because seasonal properties concentrate refurbishment into November to March, contractors who work that stock are generally committed a year out. A programme agreed in September for the same winter is choosing from whoever is still free.

Can a per-key figure from one hotel be applied to another?

Only if both include the same things. A per-key number that excludes common areas, back of house and design fees is not wrong, it is answering a narrower question — and it will not reconcile against the total when the board asks.

What separates an FF&E refresh from a refurbishment?

A refresh replaces what is loose and what is soft — furniture, mattresses, curtains, lighting — without touching services or the bathroom. It needs no permit and can run room by room without meaningful disruption. It also does nothing about the riser, which is why properties that refresh twice in succession usually find the third cycle is a full refurbishment.

How should contractors be compared when the brief is identical?

On what a document proves: registration category and class against the value of the contract, insurance in force across the programme dates, hospitality projects handed back on a stated date, and the crew that will actually be on site.
