Make the boundary a deliverable

A base-build handover is useful only when the tenant team can establish what it receives, what it may connect to and what remains unfinished. Labels such as shell, landlord works and Cat A are too broad to settle those questions. A commercial operator needs a boundary schedule that describes physical interfaces, available service conditions, evidence and responsibility for the next step.

The existing office fit-out questions guide explains the vocabulary and the importance of the lease specification. This article develops the narrower operational problem: releasing a defined area to another team while the building may remain partly occupied. Agree the boundary before tendering tenant works. If the starting condition changes later, the parties then have a reference for assessing additional work and programme consequences rather than arguing over what a familiar label supposedly included.

Describe services at the actual connection point

For each service, identify the location where base-build responsibility stops and tenant responsibility starts. A water connection requires more description than a pipe symbol: location, intended service, isolation arrangement, relevant test record and condition at release should be established. Electrical, ventilation, drainage, fire-system and controls interfaces need equivalent discipline, with the technical detail set by the relevant designers.

Distinguish a connection physically present from capacity available for the tenant's intended use. A distribution board can exist without demonstrating that the proposed kitchen or office load is supported. Likewise, a duct connection does not establish that the final partition arrangement will receive the required air distribution. Ask the base-build team to identify what was designed and tested, and the tenant designer to identify what must be recalculated or extended. Unverified capacity should remain an explicit assumption with an owner, rather than becoming an invisible tenant risk.

Keep contractual release and statutory permission separate

An agreed handover date does not answer whether the proposed works have the necessary permissions. Cyprus's official building permission guidance identifies the relevant District Local Government Organisation as the building-permit authority and describes electronic submission through IPPODAMOS by the owner through an authorised project designer. The project team should establish how the actual tenant works relate to existing permissions and any necessary further application.

The same official guidance says supporting documents vary with the type and size of development and that additional information may be requested. Consequently, neither a landlord's general approval nor a contractor's standard drawing pack should be assumed to settle every administrative requirement. Name who coordinates the permissions assessment and who supplies base-build information. Put unresolved matters into the programme before releasing work that could depend on them. This is a project coordination requirement, not a conclusion that every internal alteration follows an identical approval route.

Create a temporary boundary for continued operation

Where part of the property remains open, the construction boundary changes over time. Mark the work area, occupied area, delivery route and access to shared plant for each phase. Identify who may cross the boundary and under what arrangements. A tenant contractor working behind a closed door can still affect occupants through noise, dust, service interruption or movement through a shared corridor.

The UK's HSE public-protection guidance identifies boundaries, adjacent land use, access and exclusion of unauthorised people as important client information. It also discusses physical boundaries and controlling visitor access. These are useful planning principles, not Cyprus law. Apply them through the project's locally appropriate arrangements: name who installs and maintains separation, who checks it after deliveries and who authorises a phase change. An unassigned temporary barrier is an operational gap even when both permanent work packages are clearly described.

Specify evidence before ceilings and walls close

Acceptance criteria should state what will be inspected or demonstrated, the relevant design reference and who records the result. For concealed interfaces, agree inspection opportunities before enclosure. Photographs can support a record of location and condition, but they should not be presented as substitutes for required tests, design verification or certificates. Keep each record tied to the area and revision it actually covers.

For an installed service, the evidence might include the applicable test report, identification of equipment and isolation points, as-built information and a witnessed demonstration under agreed conditions. The designer should define meaningful technical acceptance values. The operator should define practical requirements such as access for maintenance and permitted interruption windows. Avoid a vague demand for everything to be fully operational when some final tenant connections do not yet exist. State precisely what can be accepted now and what must be demonstrated after integration.

Work through a hypothetical phased office handover

Imagine a hypothetical office floor divided into two tenant zones while the common reception remains open. The landlord proposes releasing Zone A first. Its base ventilation system has been tested with an open floor layout, but the tenant intends to add three meeting rooms. Accepting the landlord's test report can establish the documented base-build condition; it cannot establish the performance of the later partitioned arrangement.

The boundary schedule therefore records the original test configuration and assigns the tenant services designer the final distribution assessment. The landlord supplies access to the relevant plant information and agrees an interruption window for integration. The tenant contractor protects the occupied reception during deliveries. A second acceptance event covers the completed Zone A arrangement, while Zone B remains a work area. This sequence gives each team a measurable obligation without pretending that one early signature proves the final system. If the intended meeting-room layout changes, the affected assessment and test plan are revisited.

Control defects and changes across the interface

Record defects by location, consequence, responsible party and closure evidence. Separate an incomplete base-build item from damage caused during tenant work and from a new tenant requirement. The categories matter because the remedy and commercial responsibility may differ. Where cause is uncertain, record the observed condition and preserve evidence before assigning blame or concealing the affected work.

A change request should identify the boundary it alters, the technical assessment needed and the effect on occupation, access and later testing. Set who can instruct the contractor and who can approve the resulting commercial change under the actual appointments. A building manager allowing access is not necessarily authorising additional construction expenditure. Similarly, a designer accepting a technical solution may not hold the client's spending authority. These distinctions should be written into the process so a practical site conversation does not unintentionally become a disputed instruction.

Release information with the area

The handover pack should match the area released. Include the relevant drawings, test evidence, outstanding-item register, service isolation information, maintenance access requirements and arrangements for completing deferred work. Identify who holds warranties and who reports problems before the final tenant completion. An operator needs to know which team to contact when a shared system behaves unexpectedly during the next phase.

For budget discussions, the site's office fit-out cost guide is useful for recognising how starting condition changes scope; its published figures are not evidence for this project's boundary or price. Prepare the commercial refurbishment scope around the actual starting condition, phased occupation and acceptance events. For a hotel, use that same structure to describe room groups, common facilities and shared plant before seeking refurbishment proposals. The resulting brief should let competing contractors price the same handover obligations.

Frequently asked questions

Does Cat A define exactly what the landlord must deliver?

Use the agreed lease and works specification to establish the actual obligation. A category label does not identify every interface, test condition or exclusion.

Can a tenant accept an area with outstanding defects?

The actual contract and project requirements govern acceptance. Any proposed partial release should identify outstanding items, restrictions, responsibility and the evidence required for closure.

Who should test services after tenant alterations?

Allocate this explicitly between the relevant designers, installers and commissioning personnel. Base-build test results may describe a different configuration from the completed tenant layout.

What is the most important document for phased occupation?

A coordinated phase plan and boundary schedule showing occupied areas, service interfaces, access controls and acceptance conditions provides the working reference.
