What an apartment block renovation quote in Nicosia has to state before a management committee can compare it, approve it and defend the decision.

An apartment block renovation quote faces a harder test than a private one: it is read by a management committee, defended in front of every owner who has to fund it, and paid out of money that is collected rather than already held. It has to state the measured scope, price common areas and envelope separately, show how the total apportions across units, and fix in advance how variations will be priced. A committee holding a single figure with no breakdown has nothing to put to the meeting.
Why written scope matters
Whole-block work in Cyprus is published per unit, and the range is wide: roughly EUR 3,200 to EUR 11,000 per apartment for common areas and envelope together. That spread is not mostly margin. It is the difference between repainting a stairwell and re-rendering an elevation, or replacing a riser and re-roofing.
The two largest components are priced by area rather than by unit. Common-area works — stairwells, lobby, lighting — run from about EUR 180 to EUR 560 per square metre. Facade work — render repair, coating and balcony edge detail — runs from about EUR 55 to EUR 175 per square metre. A committee seeing only a per-unit figure cannot tell which is driving the number, and cannot phase the work sensibly.
Nicosia's stock makes this concrete. Strovolos, Lakatamia and much of the ring around the centre are dominated by blocks built between the 1970s and the 1990s, and in that generation the work that actually needs doing is usually rewiring and replumbing rather than decoration. Common-area electrics installed before modern circuit protection, galvanised risers at the end of their life, and balcony edges where the reinforcement has begun to corrode turn a cosmetic budget into a structural one. The visible symptom — a stained stairwell wall, a tired lobby — is often the last stage of a problem that started in a riser or on a roof.
Climate compounds it. Nicosia has the widest temperature range on the island, and the movement that produces opens render cracks, splits sealant joints on balcony edges and works fixings loose. A facade quote that does not say how movement joints and edge details are handled is pricing a coat of paint over a mechanism that will still be running underneath it.
The eleven items a quote needs
1. The drawings and survey the price was built from
Which drawings, which revision, which condition survey — and for envelope work, what proportion of the facade was actually inspected and how.
2. Measured quantities, not just a total
Square metres of facade, stairwell and roof; number of balconies; metres of riser. Quantities are what let a committee compare two prices and check a variation later.
3. Access, priced separately
On facade and balcony work, scaffold or platform is one of the largest single lines. Show the type, the duration allowed, and what an overrun of the hire period costs, because that overrun is charged whether or not it was anticipated.
4. Common-area works, itemised
Stairwell and lobby finishes, lighting and emergency lighting, entrance door and entryphone, letterboxes, handrails. Each is a decision an owners' meeting may want to take separately.
5. Envelope works, itemised
Render repair, crack treatment, movement joints, coating system and number of coats, balcony edge and soffit repair, balcony waterproofing, and railing treatment or replacement.
6. Roof and rainwater goods
Waterproofing, upstands, outlets and downpipes. Roof outlets and balcony drainage are the most common source of damp that gets blamed on render.
7. Services in the common parts
Common electrics and the distribution board, lift power, water riser condition, pump and tank, and communal solar water heating where fitted. State what is inspected, what is replaced and what is left alone.
8. Fire and life safety in the common parts
Escape route lighting, signage, extinguishers, and any compartmentation disturbed by the works. Where the block has a lift or an enclosed stair this is not discretionary.
9. Work inside private apartments, if any
Riser replacement, balcony repair and window reveals often need access into individual flats. Say which units, for how long, what is made good, and who arranges entry — the most common cause of delay on block projects.
10. Programme, hours and resident impact
Duration in weeks, working hours, when water or power is interrupted and for how long, parking and skip position, and how residents are notified. Occupied blocks are worked around people, not around an empty site.
11. The apportionment basis
How the total divides between owners. This normally follows the shares recorded against each unit rather than a flat split, and should be shown as a table before approval rather than with the first invoice.
Two matters sit alongside the eleven. The quote should state whether figures include VAT. And it should say who prepares any statutory approval where the works affect the envelope, the structure or the use of the building — that route runs through the Department of Town Planning and Housing, and the application is normally prepared by a professional registered with ETEK.
Payment stages
Block projects carry a cash-flow problem private projects do not: the money is collected from owners, and collection rarely completes on schedule. The payment structure has to be built around that rather than in spite of it.
Monthly valuation against work in place is the sounder arrangement on anything longer than a few weeks — the committee pays for what has been built, and if progress stalls the payments stall with it. Stage payments against named milestones — access erected, repairs signed off, coating complete, access struck, practical completion — work well on facade contracts because the milestones are visible from the street and hard to argue about, provided each is defined in writing next to its sum.
Four points matter either way. Someone independent of the contractor should assess value before payment; on envelope work that is usually whoever specified it. Any payment before work starts should correspond to something identifiable, such as ordered materials or booked access. A retention should be released in two steps, part at practical completion and part at the end of the defects period, because coating and waterproofing defects appear after the first full weather cycle rather than on handover day. And funds should be confirmed in hand before signing, since a contract signed against uncollected contributions transfers the shortfall onto the owners who paid.
Variations and how they are priced
Block renovation produces more variations than almost any other commercial refurbishment, because the quantity of repair is genuinely unknown until access is up. The answer is not to pretend otherwise but to fix the rates in advance.
The quote should carry a schedule of rates for the items most likely to move: concrete repair per square metre or per patch, crack treatment per metre, additional render per square metre, extra access weeks, and a day rate for unforeseen work. With those agreed while the contractor is still competing, a variation becomes arithmetic. Without them it becomes a negotiation held once the scaffold is standing and the committee has no alternative.
Instructions should be in writing before the work is done, each stating its effect on both total and programme — the extra weeks of access hire are often the larger cost. Committees should also agree internally, before work starts, what value of variation they may approve alone and above what figure an owners' meeting is required. Deciding that mid-contract, with a contractor waiting, is how blocks end up with disputes that outlast the render.
Red flags
A fixed price for concrete repair with no survey
Nobody knows the quantity before access is up. A fixed price means either a large contingency inside the number or a variation waiting to happen.
Access not priced as its own line
Scaffold folded into a rate hides one of the largest costs and makes overrun charges impossible to check.
No apportionment table
Owners are entitled to see what they personally are being asked to pay and on what basis. A total with no division is not an approvable proposal.
Silence on access into private apartments
If riser or balcony work needs entry to flats and the quote does not say so, the programme was priced on an assumption no block has ever met.
A coating specification with no preparation specification
On a Nicosia facade, preparation and crack treatment determine how long the coating lasts. A quote naming only the paint has priced the least important part of the job.
Common questions
How should the cost be split between owners?
Normally by the share recorded against each unit rather than equally per apartment, which means a larger flat carries a larger share. The definitive record of those shares sits with the Department of Lands and Surveys, and the apportionment should be checked against it rather than reconstructed from floor areas. Where the block's own regulations specify a different basis for particular works, those govern.
Can the work be phased over more than one year?
Often, and for many blocks it is the only way the funding works. The phases that divide cleanly are roof, facade by elevation, common-area interiors and services. Phasing costs remobilisation and repeated access, so splitting a facade across years is dearer than splitting the roof from the facade. Price any phased plan as a whole first, so owners can see what the phasing costs.
What happens if some owners do not pay?
That is a recovery question rather than a construction one, but it changes how the contract should be structured. Committees that sign only against funds already collected, or that phase works to match collection, avoid the position where the contractor is on site and the account is short.
Does the block need a professional as well as a contractor?
For decoration and lighting, generally not. For anything involving structure, concrete repair, the envelope or a change to the building, an independent specification and inspection is what turns three quotes into three comparable quotes. When is the best time to carry out facade work in Nicosia?
The shoulder seasons. Coatings and renders applied through a Nicosia summer cure faster than most specifications assume unless the programme allows early starts and shading, and afternoon productivity drops in a way a day rate quoted in winter did not account for. Spring and autumn give the most usable working days, and supplier lead times are easier outside the August shutdown period.
