Apartment block renovation in the Paphos district is published at €3,392 to €11,660 per apartment, with a median near €6,148. That figure covers the common parts and the building envelope divided across the units — stairwells, lobby, roof, render, balcony edges, external lighting and the risers serving them — not work inside individual flats. Nationally the same scope records €3,200 to €11,000 with a median of €5,800, so Paphos sits about six per cent above the island figure, for local rather than commercial reasons: salt on the coastal blocks, hillside access on the inland ones, and holiday-let stock reaching the end of the same maintenance cycle at the same time.
Local market summary
A large share of the district's apartments belong to owners who do not live in them, and on a block of twenty that is the defining fact of the project. The owners are not in one room: some live in the building, some let through an agency, some visit for three weeks in October. The constraint is almost never the construction — it is assembling a decision and then assembling the money.
The stock divides into three groups that behave differently. The seafront blocks in Kato Paphos are the oldest and the most exposed, and they generate the envelope work: spalled balcony edges, corroded railings, failed coatings. The hillside developments above Chloraka, Tala, Emba and Peyia are newer, generally low-rise, and their problems are flat roofs, parapet junctions and access. Polis Chrysochous and the villages beyond it are a separate market again, priced off travel from the Paphos contractor base.
Timing follows letting rather than weather: blocks with short-let units want the scaffold down before April, which pushes the district into a single October-to-March window and makes availability tighter than the price list suggests.
What it costs here
Those figures render from the price index at page load rather than sitting typed into this article, so they do not go stale. The per-unit number is useful for setting a levy and useless for pricing a scope, because a block does not buy apartments — it buys square metres of facade and of common area. Two figures do the work:
- Facade renovation in the Paphos district records €58 to €186 per m² for render repair, coating and balcony edge detail. The bottom of that band is a clean, fill and recoat. The top includes concrete repair to spalled edges, which is the item that moves a Paphos quote more than any other.
- Common areas record €191 to €594 per m² for stairwells, lobby and lighting. The spread is finishes and whether the electrical installation is renewed rather than patched.
With those two rates and the block's own measured areas, a committee can build an estimate before any contractor sees the building, then read three quotes against it rather than against each other.
What moves a Paphos block within the range, in rough order of impact: whether the balcony edges need concrete repair or only cosmetic work; the access system, since scaffold and mast climbers cost differently and suit different programmes; whether the lift is modernised in the same contract; whether flat roof waterproofing is renewed or deferred; and whether the building trades through the works.
Three things belong on the quote and are routinely absent: preliminaries listed individually, provisional sums flagged with the specification each assumes, and VAT shown separately with the rate stated. An allowance set low is the politest way to make a total look competitive.
Local conditions that change the job
Salt is the first. On the seafront at Kato Paphos the air is salt-laden, and galvanised and marine-grade fixings are standard specification rather than an upgrade — balustrade fixings, scaffold ties and luminaire brackets in ordinary steel bleed rust through a new coating within two seasons. The same exposure drives chloride-induced corrosion in balcony reinforcement, which is why concrete repair on a coastal block should be a measured quantity taken from a survey rather than a round number.
Access is the second. On the hillside plots above Peyia the approach roads limit the size of crane and delivery vehicle that can reach the building. That decides how scaffold, render and plant arrive and whether a mobile crane can stand at all. The cost sits inside day rates rather than in a line item, and a contractor who has not visited cannot have priced it.
Distance is the third. Polis Chrysochous is served from the contractor base in Paphos, and that travel time is inside every day rate quoted for it, written down or not.
Then the calendar. Render, coatings and waterproofing have application windows set by surface temperature and humidity, and a west-facing Paphos elevation in July is outside them for much of the working day. Add noise restrictions near occupied tourist accommodation and envelope work compresses into the cooler months.

Where the envelope, structure or layout changes, drawings certified by an ETEK-registered engineer or architect are required, and the permit application is made in the owner's name — on a jointly owned building, the management committee rather than the contractor. An offer to handle the permits leaves the exposure where it started.

Common questions
Who decides that a block is renovated, and who pays for it?
A jointly owned building in the Republic is administered by a management committee constituted under the jointly owned buildings provisions, and decisions on the common parts are taken at a general meeting. The thresholds differ depending on whether the work counts as repair and maintenance or as an improvement, and that distinction is worth confirming with the district lands office before the meeting. Cost is apportioned by share and collected through the common expenses fund.
Does a facade or common-areas renovation need a permit?
Like-for-like repair and redecoration of the common parts generally does not. Anything changing the envelope, structure or layout does — enclosing balconies, altering openings, adding a lift shaft, changing the roof line. In Paphos the recurring problem is balcony enclosure carried out unit by unit over the years without approval, which surfaces when a block-wide facade contract finally puts the whole elevation on a drawing.
Can the work be done while the block is occupied and letting?
Yes, and it is the normal case. It adds protection, restricted hours, a separated materials route and remobilisation between phases. Blocks with a high short-let share generally find a compressed off-season programme costs less overall than a phased one running through the summer.
Why does Paphos record above the national figure?
Coastal exposure and access. The district median of €6,148 per apartment against a national €5,800 reflects a stock with more envelope work per unit and sites where the plant that would speed the work up cannot always reach the building.
What is the most common cost surprise on a Paphos block?
Concrete repair to balcony edges. It cannot be quantified from the ground, it is worse than it looks once the coating comes off, and it is the item most often carried as a provisional sum set too low. A hammer survey from the scaffold before signing converts the biggest unknown into a measured quantity.
How far ahead should a programme be committed?
Earlier than most committees expect. The district wants the same October-to-March window, and contractors doing envelope work at scale are generally committed a year out. A decision taken at a spring general meeting can be built the following winter. One taken in September usually cannot.
