Apartment block renovation in the Famagusta district is published at €2,944 to €10,120 per apartment, with a median near €5,336 — the lowest district median on the island, and about eight per cent below the national €5,800. That figure covers the common parts and the envelope apportioned across the units: stairwells, lobby, roof, render, balcony edges, external lighting and the risers serving them. It does not cover work inside individual flats. The district reads below the national figure because its stock is younger and lower-rise than the coastal blocks in Limassol or Paphos, not because contractors there charge less per hour.
One point of scope before anything else. This page covers the part of the Famagusta district administered by the Republic — Paralimni, Ayia Napa, Protaras, Kapparis, Deryneia, Sotira and Liopetri. Famagusta town itself is not under the Republic's administration, no permit can be obtained for it and no contract can be performed there, so it is outside everything recorded here.
Local market summary
Seasonality sets the entire shape of a block renovation here. In Ayia Napa the stock is predominantly seasonal tourist accommodation, so refurbishment concentrates into November to March. In Protaras the share of holiday lets is high enough that refurbishment windows between bookings are short even outside the peak. Paralimni, Deryneia, Sotira and Liopetri hold most of the district's year-round residential blocks and behave differently: they can be worked on in April, and committees there have options the coastal blocks do not.
The consequence is that the whole district competes for the same four months. Contractors working at block scale are typically committed a season ahead, and a committee that resolves to proceed in September is bidding for whoever is left.
The second is ownership structure. A coastal block here mixes resident owners, owners letting through agencies and owners who visit for a fortnight. That mix decides how quickly a decision and a levy can be assembled, and it is usually the longest item on the programme.
What it costs here
Those figures are lifted from the price index at page load rather than typed into this article, so they do not go stale. The per-unit number sets a levy; it does not price a scope. For that, two rates do the work:
- Facade renovation in the district records €51 to €161 per m² for render repair, coating and balcony edge detail. The bottom of that band is clean, fill and recoat. The top carries concrete repair to spalled balcony edges.
- Common areas record €166 to €515 per m² for stairwells, lobby and lighting. The spread is finishes, and whether the electrical installation is renewed rather than patched.
With those rates and the block's own measured areas, a committee can build an estimate before any contractor sees the building, then read three quotes against it rather than against each other.
What moves a block within its range, in rough order: whether balcony edges need concrete repair; whether pool surrounds, external showers and pool plant sit in the same contract, which is far more common here than in the residential districts; whether flat roof waterproofing is renewed; the access system; and whether the block trades through any part of the works.
Three things belong on the quote and are routinely absent: preliminaries listed individually, provisional sums flagged with the specification each assumes, and VAT shown separately with the rate stated.
Local conditions that change the job
The season is the first and largest. A coastal block in Ayia Napa or Protaras has a hard handover date, because the first arrival of the season is already booked. That changes what the committee is buying: not just the works, but the date. A date with a retention released on achieving it is a commitment; a date offered with the qualification that it depends how things go transfers the risk back to the owners.
Long-lead items decide that date more often than the trades do — aluminium glazing, lift components, made-to-order joinery, pool plant, anything specified from outside Cyprus. The order list should arrive with the quote, with an order date against each item, because a four-month programme cannot absorb a lead time discovered in January.
Salt is the second. On the seafront at Protaras and Ayia Napa, galvanised or marine-grade fixings for balustrades, scaffold ties and external luminaires are specification rather than an upgrade. Ordinary steel bleeds rust through a new coating within two seasons.
Third, the application window. Render, coatings and waterproofing have surface temperature and humidity limits, and the district's available working months are also its wettest. A programme with no allowance for rain days gets recovered by working weekends at somebody's cost, and it is worth agreeing in advance whose.
Fourth, the inland blocks are a different job. Paralimni, Deryneia, Sotira and Liopetri are year-round residential, with no letting calendar to work around. A committee there can phase over two seasons and avoid the January scramble entirely.

Four things a committee can establish itself before inviting anyone to price. The company exists as a legal entity on the Registrar of Companies. The registration covers the contract: contracting is granted by category and by class, and the class limits the value of works that may lawfully be undertaken — a facade contract across twenty units can exceed a class that was ample for the villa the contractor was recommended for. Insurance is in force across the programme dates, public and employer's liability both. And there is delivery evidence: two blocks in the district refurbished last winter, with the date promised and the date achieved.
Where the envelope, structure or layout changes, drawings certified by an ETEK-registered engineer or architect are required, and the permit application is made in the owner's name — on a jointly owned building, the management committee rather than the contractor.

Who decides that a block is renovated, and who pays for it?
A jointly owned building in the Republic is administered by a management committee constituted under the jointly owned buildings provisions, and decisions on the common parts are taken at a general meeting. The thresholds differ depending on whether the work counts as repair and maintenance or as an improvement, which is worth confirming with the district lands office before the meeting. Cost is apportioned by share and collected through the common expenses fund.
Why does the district record below the national median?
Stock, not labour. At €5,336 per apartment against a national €5,800, the district's blocks are on average younger and lower-rise than those further west, which means less facade area per unit, simpler access and fewer lifts. An older seafront block in Protaras will not price below the national figure just because of its district.
Does a facade or common-areas renovation need a permit?
Like-for-like repair and redecoration of the common parts generally does not. Anything changing the envelope, structure or layout does — enclosing balconies, altering openings, adding a lift shaft or a pool, changing the roof line. Balcony enclosure carried out unit by unit without approval is the recurring problem on holiday-let blocks, and it surfaces when a block-wide facade contract puts the whole elevation on a drawing.
When should the winter programme be agreed?
Earlier than most committees expect. Seasonal accommodation in Ayia Napa and Protaras compresses almost all refurbishment into November to March, so the whole district buys the same four months. A resolution passed at a spring general meeting can be built the following winter. One passed in September usually competes for whoever is still uncommitted.
Can a block be renovated while it is letting?
On multi-unit property, yes — some units trade while others are worked on. It carries a premium for remobilisation, protection, restricted hours and a separated materials route, and noise and dust cost something in comped nights. Most coastal committees find the compressed off-season programme cheaper in total.
Can work be arranged in Famagusta town itself?
No. Famagusta town is not administered by the Republic, no building permit can be obtained for property there, and no contractor listed on these pages works there. The coverage of this district stops at Deryneia and Sotira.
