Facade renovation in Cyprus is priced per square metre of elevation, and the published band runs from roughly EUR 55 to EUR 175 per square metre, with the middle of the market nearer EUR 95. That spread is not about finish quality. It is the difference between washing down sound render and recoating it, and cutting out spalled concrete on balcony edges, treating exposed reinforcement, rebuilding the profile and then coating the result.

Short answers

The unit. Elevation area, measured as the surface being worked on, not the floor area of the building. A tower with deep balcony recesses, soffits and returns has far more surface than its outline suggests, and two contractors measuring the same block can arrive at areas that differ by a fifth before either has quoted a rate.

Scaffolding. Sometimes in, often out, and rarely a small number. Scaffold is priced from about EUR 4 to EUR 13 per square metre per week for erection, hire and dismantling, so the duration of the works determines the bill, not the height alone. A programme that slips carries its scaffold hire with it, so the quote should state the assumed hire period and the rate beyond it.

Spalling at balcony edges. The common mechanism in Cypriot concrete-frame buildings is corrosion of reinforcement close to the surface. Thin cover, chloride from coastal air and water tracking across an unprotected edge combine, the steel expands, and the concrete above it is pushed off. Patching the face without treating the steel and correcting the drainage produces a repair that fails again at the edge of the patch.

Painting alone. Only where the substrate is sound. A coating is a weather layer, not a repair, and an elastomeric system over cracked render buys an improvement measured in seasons. The defensible sequence is survey, repair, detail, then coat.

Permits. Repair and recoating that returns a building to its existing appearance normally sits outside the planning process. Changing the external appearance, adding insulation that alters the profile, enclosing balconies or altering openings generally does not. That route runs through the Department of Town Planning and Housing and is normally prepared by a professional registered with ETEK — worth settling before tendering rather than once scaffold is up.

Who decides in a block. Envelope works are shared property, so the decision belongs to the management committee under the building's own regulations. These programmes are costed whole and apportioned per apartment, in a band from about EUR 3,200 to EUR 11,000 per unit, following each unit's recorded share rather than the benefit an owner perceives.

Occupied buildings. Almost always, which is why programming matters. Concrete breaking is loud, the dust travels, balconies are unusable and a scaffold reaches every floor. Hotels close the rooms on the elevation being worked; residents lose their outdoor space for the duration.

Season. High summer surface temperatures on a south or west elevation can push a coating outside the manufacturer's application window; dust events and winter rain close the other end. Spring and autumn are the reliable stretches.

Duration. Set by repair content rather than by area. Concrete repair is discovered progressively — the surveyed quantity is almost never the final quantity — so the programme needs a stated allowance and a rate beyond it.

Insulation while the scaffold is up. Frequently yes, on arithmetic rather than principle. Insulation, glazing and plant delivered as one package are priced from roughly EUR 120 to EUR 380 per square metre, and combining them removes a full mobilisation and a full scaffold hire from the building's lifetime cost.

Where the answer depends

On the district. Central Limassol has taken the most rapid high-rise development on the island, and demand there is dominated by balcony waterproofing and facade maintenance on buildings young enough that owners are surprised to need it. Kato Paphos sits in the same exposure category, where salt-laden air makes galvanised and marine-grade fixings standard for railings, brackets and anchors. Inland, Nicosia's temperature range is the widest on the island and the question shifts from salt to thermal movement.

On access. Peyia and comparable hillside developments limit crane and delivery vehicle size on steep approach roads, so scaffold arrives in smaller loads. Dense street frontages have the opposite problem — no standing space and restricted hours. Where scaffold is impractical, rope access suits coating and localised repair only.

On what waterproofing is included. Balcony and roof waterproofing is a separate trade priced on its own basis, from about EUR 18 to EUR 45 per square metre for a two-coat liquid membrane. Excluding it silently is how a repaired elevation starts leaking again from above.

On what else the block is doing. Where stairwells, lobbies and lighting are renovated in the same programme — common-area work runs from roughly EUR 180 to EUR 560 per square metre — sharing the set-up, skips and supervision is worth more than any discount on the facade rate. What nobody asks but should

What is the movement joint strategy? Long render runs on concrete frames crack where the structure moves. A quote that names joints, spacing and sealant was written by someone who looked at the building.

Who owns the balcony? In many Cypriot blocks the slab is common property and the surface finish is not, which decides who pays for what and routinely delays the start. That position comes from the building's own regulations.

Was drainage corrected? Most facade failure here is water that had nowhere to go — a blocked balcony outlet, a drip detail never formed, a coping shedding water back onto the wall. Correcting the detail costs little during the works and decides whether the repair recurs.

What is the maintenance interval? Coating life depends on exposure, colour and preparation, and a sea-front elevation does not weather like a courtyard one on the same building. Recording the system and the application dates at handover makes the next cycle a maintenance decision rather than another survey. Where insulation or glazing is included, national energy efficiency schemes may apply, and they require documentation prepared before the works begin.

Common questions

How are quotes compared when contractors measure differently?

By fixing the measurement first. The specifier issues the elevation areas, the assumed repair quantity and the access assumption, and every contractor prices that. Three quotes that each measured their own area are three different buildings.

Is a fixed price sensible for concrete repair?

Rarely in full. The honest structure is a fixed price for access, preparation and coating, plus a measured rate for repair against a stated provisional quantity. A fixed price covering unknown repair volume is padded against the worst case.

What should happen before coating is applied?

Cleaning to remove salt, dust and failed coating; cutting out and treating corroded reinforcement; reinstating the profile with repair mortar; forming drip details; and priming to the manufacturer's requirement — each on the quote as its own line.

Does colour matter beyond appearance?

On a Cypriot elevation, yes. Dark colours reach higher surface temperatures under full sun, which increases thermal movement across the render and shortens coating life.

Can the work be phased one elevation at a time?

Yes, and for occupied hotels it is often the only workable approach — one elevation per closure window, scaffold struck and re-erected. Repeated mobilisation costs more in total, so the saving in trading disruption has to be worth it.

Who should specify the work?

For a low-rise building with sound structure, a contractor working to a written scope is usually enough. Where reinforcement is corroding, the building is high-rise, or several owners share the cost, a professional registered with ETEK should specify and supervise.
